NAGLATAG ng iba’t ibang hakbangin si 1-UTAK Chairman Atty Vigor Mendoza II upang makaagapay ang publiko sa patuloy na pagtaas ng presyo ng mga produktong petrolyo.

Una sa talaan ni Mendoza, dating miyembro ng Independent Oil Price Review Committee, ang pagbuhay sa Oil Price Stabilization Fund (OPSF) na una na ring binanggit ni incoming President Ferdinand ‘Bongbong’ Marcos Jr. sa kanyang town hall discussion sa Marikina City.

Layun ng programa na magkaroon ng pondo na hindi lamang magagamit sa pagbibigay ng ayuda kundi maging sa modernisasyon ng transport sector at suporta sa mga hakbangin upang makalipat ang bansa sa paggamit ng alternative fuel.

“In essence, when the price of fuel drops, a portion of the drop should be set aside to subsidize fuel prices for the public transport sector. And when prices go up, oil companies should set aside a portion of the increase to this fund by way of a deductible expense and not as part of the gross sales,” paliwanag ni Mendoza.

Binigyang-diin nni Mendoza stressed na ang programa ay isa lamang sa long-term approach na maaaring ikunsidera ng gobyerno kasabay ng band aid solutions tulad ng distribsyon ng fuel subsidy na nakadepende sa budget.

Ang pagkakaroon ng OPSF, ayon kay Mendoza ay maihahalintulad din sa two-tier fuel pricing na mas mababa ang presyo para sa public transportation.

“Ang susi siguro rito yung management of the fund. Hindi dapat  mahaluan ng kalokohan. Also, the fund should come from the oil companies by way of a deductible expense para mabilis ang growth ng fund,” giit ni Mendoza.

Ikalawa, isinusulong ni Mendoza ang pagkakaroon ng strategically-located fuel storage facilities o ang mas episyenteng fuel delivery system, tulad ng pipeline.

“Kung yung fuel storage facilities natin are closer to the demand, then the cost of delivery will be much cheaper. This savings can be passed on to our publuc transport sector. Kailangan siguro pag-aralan ng husto para malaman kung saan ilalagay ito. To recover the cost, pwede naman paupahan sa mga oil companies specially those importing finished oil products,” paliwanag niya.

Ikatlo, inilatag ni Mendoza ang pagbuhay sa konsepto ng Metro Manila Transport Corporation noong Marcos Administration na ipinatupad din ni dating LTFRB Chairman Tom Lantion na ang gobyerno ang bibili ng public utility vehicles at papaupahan sa mga kwalipikadong transport groups.

“I think it is a very novel concept that will spur modernization, and at the same time lower the cost of operations by way of savings on interest cost kung uutang ang transport group para makabili ng bagong sasakyan,” giit ni Mendoza.

Simula nitong Enero, nagtaas na ang presyo ng gasolina ng P23.85 kada litro habang P30.30 kada litro sa diesel, at P27.65 bawat litro ng kerosene.(Dang Samson-Garcia)
