UMALMA ang mga militanteng mambabatas nang hindi na busisiin ng liderato ng mababang kapulungan ng Kongreso ang budget ng Office of the President (OP) na umaabot sa P8.2 billion kabilang ang P4.5 billion intelligence at confidential funds.

Isasalang pa lang ang OP budget sa pagdinig ng House committee on appropriations na pinamumunuan ng vice chairman at Zamboanga City 2nd District Rep. Manuel Jose Dalipe ay agad nagmosyon si Pangasinan 6th District Rep. Tyrone Agabas sa termination ng hearing.

“Mr. Chairman, following the long established observation of extending parliamentary courtesy to co-equal branches of government such as the Office of President and in established tradition, I move to terminate the budget briefing of the Office of the President, so move Mr. Chairman,” ani Agabas.

Sinegundahan ito nina Deputy Speaker Bernadette Herrera at Quezon City 3rd District Rep. Allan Benedict Reyes. Napilitan naman si Dalipe na suspendihin ang hearing nang mag-object si Kabataan party-list Rep. Sarah Elago.

Matapos ang 14 minutong suspensyon, nagpasya si Dalipe na hindi umano ‘counted” ang objection ni Elago dahil hindi ito miyembro ng Appropriation committee “so the chairman will rule now that the motion (ni Agabas) is approved”.

Hindi naman ito nagustuhan ng mga militanteng mambabatas dahil mistulang ayaw ipabusisi ng mga kaalyado ni Duterte sa Kongreso ang pondo ng kanyang tanggapan.

“Hindi dapat nire-railroad ang budget ng Office of the President lalo pa ngayon at napakalaking pera ang nakalagak dito na dapat ay ilaan sa paglaban sa COVID-19 at di pag-ipit sa mga kritiko nito,” ani Bayan Muna party-list Rep. Carlos Zarate.

Ayon naman kay Gabriela party-list Rep. Arlene Brosas, bukod sa P8.4 billion pondo ng pangulo ay mayroon pa umanong special purposed

funds na umaabot sa P565.5 billion sa susunod na taon o mas mataas ng P124.5 billion kumpara ngayon taon.

“Mahigit kalahating trilyon po ito. Hindi pa kasama dito ang budget ng OP. This presidential pork is more the double of the budget of Department of Health for next year. Hindi nila ito ipinaliwanag,” ani Brosas.

“Ang tawag namin dito ‘greater election funds”. Pandagdag sa suhol para makakuha ng boto ang pangulo at mga manok nito sa eleksyon,”

dagdag pa ng mambabatas Maging ang National Task Force (NTF-ELCAC) na nasa ilalim ng OP at pinondohan ng halos P30 billion sa susunod na taon at halos doble sa  \P16 billion ngayong taon ay hindi umano mabusisi dahil sa naging aksyon ng nasabing komite. (BERNARD TAGUINOD)
