MILESTONE para sa Bacolod ang approval ng Negros Electric and Power Corporation (NEPC) franchise, ayon kay City Mayor Albee Benitez.

Hindi lamang maayos at murang elektrisidad ang maaasahan ng mga residente at negosyo kundi mapoprotektahan ang kalikasan sa paggamit ng renewable energy sources.

Kaya inaasahan ni Benitez ang mga positibong pagbabago na idudulot ng NEPC sa Bacolod City.

“With the approval of the Joint Venture Agreement with Central Negros Electric Cooperative (CENECO), the city anticipates the entry of NEPC, promising cheaper and more efficient power supply, and most importantly, a shift towards green energy,” pahayag ni Benitez.

“NEPC aims to implement eco-friendly practices and promote renewable energy sources within the city. By embracing cleaner alternatives and reducing carbon emissions, NEPC strives to contribute to Bacolod’s sustainability goals, fostering a greener future for generations to come,” dagdag niya.

Wala naman nakikitang hadlang si Benitez sa paglilipat mula CENECO tungo sa NEPC, lalo’t suportado ito ng mga residente business owners, local government units, at iba’t iba Non-Governmental Organizations.

Kabilang ang Bacolod City sa mga lugar sa Negros na nakararanas ng madalas na brownouts at high power rates dahil sa mahal na fuel costs at faulty distribution system, bukod sa poor customer service.

Kahit isang major economic hub, hirap ang Bacolod maka-attract ng investments at new businesses dahil sa mataas na electricity charges. Kaya ang pagkakaroon ng reliable power supply ay makatutulong sa city’s economic growth, ayon kay Benitez.

Sa ilalim ng House Bill 9310, magkakaroon ng prangkisa ang NEPC upang maging power distributor sa Bacolod City, Bago, Silay, Talisay, at maging sa mga munisipalidad ng Murcia at Don Salvador Benedicto.

Ang naturang bill ay kasalukuyang dinidinig pa sa House Committee on Legislative Franchises chaired by Parañaque Rep. Gus Tambunting.

Hinihintay na lang ng committee maisumite ang mga dokumento mula sa NEPC, CENECO, Energy Regulatory Commission (ERC), at National Electrification Administration (NEA) bago ito mapunta sa plenary for deliberation.

Ang House Bill 9310 ay inakda ng Negros congressmen sa pangunguna nina Negros Occidental 3rd District Rep. Francisco Benitez, Rep. Juliet Marie Ferrer (fourth district), Abang Lingkod Partylist Rep. Stephen Paduano, at Bacolod Rep. Greg Gasataya.

Umaasa si Benitez na aaprubahan ng Congress ang franchise bago matapos ang taon upang masimulan ang rehabilitation ng CENECO’s entire distribution system.

Nauna nang sinabi ni Primelectric Holdings Inc President Roel Castro na magi-invest sila ng P2.1 billion sa capital expenditures ng NEPC para sa “cutting-edge systems for an improved consumer experience,” at maiwasan na ang mga kapalpakan sa lumang sistema.

Sa sandaling maaprubahan ang legislative franchise, sunod na gagawin ng NEPC ay kumuha ng Certificate of Public Safety Convenience and Necessity (CPSCN) mula sa Energy Regulatory Commission (ERC) bago nito tuluyang i-take over ang CENECO.
