TINIYAK ni Senador Sonny Angara na mas marami ang kapakinabangang makukuha ang mamamayan sa pagpasa ng panukala kaugnay sa COVID-19 vaccination program at matiyak ang kaligtasan ng publiko.

Sinabi ni Angara na siyang sponsor ng Senate Bill 2057 at chairman ng Senate Committee on Finance na saklaw ng panukala ang ilang mga aspeto sa pagpapatupad ng vaccination program mula sa procurement ng bakuna hanggang sa pagbibigay nito sa mamamayan.

“Contrary to the perception of some people, this measure is more than just establishing an indemnification fund, but it is also for the peace of mind of our local chief executives who, in their decision to procure vaccines, are all after the well-being of their constituents during these difficult times,” paliwanag ni Angara.

“The bill will provide legal cover to the LGUs, many of which have intimated to us their concern about possible adverse findings by the Commission on Audit and even graft cases that may be filed against their officials,” dagdag ng senador.

Nakasaad sa panukala ang exemptions ng LGU sa mga legal requirement at prohibitions sa ilalim ng Republic Act 9184 o Government Procurement Reform Act, Presidential Decree 1445 o ang Government Auditing Code of the Philippines, Local Government Code (LGC), at iba pang kaugnay na batas sa panahon ng state of calamity dahil sa pandemic.

Isa na rito ang pagbibigay ng advance payment sa pagbili ng mga kinakailangang kagamitan.

Batay sa pag-aaral ng League of Provinces of the Philippines, 70 LGUs ang handang gumastos ng P13 bilyon sa pagbili ng bakuna.

Ilang lokal na pamahalaan na rin ang lumagda sa supply agreements sa mga vaccine manufacturers subalit wala pang downpayment na ibinibayad dahil hinihintay pa ang approval ng panukala.

Nakasaad din sa panukala ang pagkakaroon ng COVID-19 National Indemnity Fund para sa compensation sa sinumang nabakunahan na makararanas ng side effect.

“The law just put it (indemnification) in black and white. This is not meant to scare people from being vaccinated. It is merely an insurance, a fund for contingencies,” diin ni Angara. (DANG SAMSON-GARCIA)
