MULING inihayag ng Bureau of Customs (BOC), sa kooperasyon ng Korea International Cooperation Agency (KOICA, ang kanilang pangako na muling buhayin ang Philippines Customs Laboratory (PCL).

Ang inisyatibong ito ay naganap sa five-day program sa isinagawang Capacity Building on Customs Laboratory Processes mula Hunyo 19 hanggang 23, 2023.

Ang programang ito ay magkakasamang inorganisa ng KOICA, Korea International Cooperation Services, Korea Central Customs Laboratory (KCCL), at Korea Customs Service sa ilalim ng International Cooperation Program of the Government of Korea.

Mainit na sinalubong sina Mr. Sanggeum Kim, Assistant Country Director, KOICA, at Director General Jincheol Yang ng KCCL and Scientific Service, ni Atty. Yasser Ismail A. Abbas, CESO IV, Director III, Imports and Assessment Service (IAS/AOCG), Assessment and Operations Coordinating Group (AOCG), kasama si Atty.

Christopher M. Inducil, Chief, Valuation and Classification Division (VCD), at iba pang IAS personnel.

Sa nasabing programa, kinilala ng BOC ang mahalagang papel ng PCL sa maayos at wastong chemical analysis ng mga produkto.

Ang pag-aanalisa na ito ay makatutulong sa pagdetermina sa correct tariff classification at imposable duties on imports, na ideyal sa pagpapabuti ng collection performance ng BOC.

Gayundin, ang PCL ay magsisilbi bilang epektibong “deterrent” laban sa technical smuggling sa pamamagitan ng paggamit ng scientific and technical expertise, advanced technology, at intelligence-driven strategies.

Ito ay mangangalaga sa national security, poprotektahan ang revenue, at titiyakin ang kaligtasan ng publiko.

Karagdagan nito, pagbubutihin nito ang border security efforts at isusulong ang ‘international collaboration, information sharing, and best practices’.

Gayundin, muling inalala ng BOC ang mga hamon na kahaharapin sa muling pagtatatag ng PCL, kabilang ang kakulangan ng mga pasilidad at obsolete laboratory equipment.

Sa kabila ng mga pagsubok na ito, ang BOC ay nanatiling matatag sa pangako nito sa World Trade Organization Trade Facilitation Agreement (WTO-TFA) hinggil sa muling pagtatatag ng PCL.

Samantala, ang resource experts mula sa KCCL ay nagsagawa ng intensive technical training sa operasyon ng customs laboratory and equipment, kabilang ang ‘information sharing on best practices’.

Ang suportang ito ay nakalinya sa pagsisikap ng BOC na magtatag ng PCL at sa pagpatupad ng pangarap na magkaroon ng modernized and credible Customs admi­nistration na angat sa ibang magagaling sa mundo.
