HINDI nakakabuti sa ekonomiya ang malikot na presyo ng mga produktong petrolyo. Ito ang giit ng isang kongresista, kasabay ng panawagan sa Palasyong buhayin ang Oil Price Stabilization Fund (OPSF) na ginamit noong panahon ng yumaong Pangulo Ferdinand Marcos Sr. bilang mekanismo laban sa biglaang paggalaw sa presyo ng langis sa pandaigdigang merkado.

“We should revive the OPSF or establish a similar buffer fund, which the government could use to avoid frequent adjustments in the pump prices of oil products due to fluctuations in the cost of crude oil in the world market and in the peso-dollar exchange rate,” giit ni 1-PACMAN partylist Rep. Mikee Romero.

Taong 1984 nang ipatupad ng noo’y Pangulong Marcos Sr. ang OPSF sa bias ng Presidential Decree 1956, kalakip ang mekanismong naglalaan ng bahagi ng nakolektang buwis kung saan humuhugot ng pondo ang gobyerno para sa subsidiyang pantakip sa biglang pagtaas ng langis sa pandaigdigang merkado.

Para kay Romero, hindi angkop na dagdagan pa ang dagok na dinaranas ng mga ordinaryong Pilipino. Aniya, pinakamainam kung hindi ramdam ng mga mamamayang naghihikahos ang epekto ng oil price increase sa world market.

“The buffer mechanism would work in such a way that it would answer for certain price increases so these would not be passed on to the public,” aniya pa.

Suhestyon pa ni Romero, ilaan ang isang bahagi ng nakokolektang oil excise tax (na nakapaloob sa Tax Reform for Acceleration and Inclusion Law) para sa OPSF.

“Since the government is not agreeable to the suggested suspension of excise taxes while the cost of crude is above $80 per barrel, we could use part of these impositions as a price stabilization fund to provide relief to the public from increased fuel and consumer prices.” (BERNARD TAGUINOD)
