TABLADO sa kinatawan ng kababaihan sa Kongreso ang panukalang batas na magbibigay proteksyon sa kalalakihan na biktima ng domestic violence o ang mga tinatawag na ‘ander de saya’.

Matapos ihain ni PBA party-list Margarita Nograles ang House Bill (HB) No. 1365, agad itong kinontra ni Gabriela party-list Rep. Arlene Brosas dahil mas marami umano ang kalalakihan na nang-aabuso sa kanilang asawa kumpara sa kababaihan.

“Gabriela Party-list remains firm that there is no need to pass such a bill to protect husbands from alleged abuse from their wives as they can easily file a case for physical injury,” ayon sa mambabatas.

Base sa panukala ni Nograles, nais nitong amyendahan ang Section 2 ng Republic Act (RA) 9262 o Anti-Violence Against Women and their Children Act upang maisama ang mga ander de saya at mga miyembro ng LGBTQ+ o Lesbian, Gay, Bisexual, Transgender and Queer plus sa sakop ng biktima ng domestic violence.

Subalit ayon kay Brosas, hindi na ito kailangan dahil base sa 2017 National Demographic and Health Survey ng Philippine Statistics Authority (PSA), isa sa bawat apat na babae na edad 15 hanggang 49 ay nakararanas ng physical, emotional o sexual violence sa kanilang asawa o partner.

“In 2020, the number of cases of violence against women and children reported in the Philippines reached more than 11,000. Moreover, this data is just the tip of the iceberg, considering that not all victims report their abusers due to fear of retaliation,” ayon pa kay Brosas.

Nangangahulugan aniya na pawang kababaihan ang biktima ng domestic violence kaya hindi na kailangang amyendahan ang nasabing batas para isama ang mga inaaping mister.

Dahil dito, umapela si Brosas sa kanyang mga kasamahan sa Kongreso na sa halip bigyan ng atensyon ang ‘ander de saya’ bill ni Nograles ay magpasa ng batas na magbibigay ng mas malakas na proteksyon sa kababaihan at mga bata.

“The amendment simply makes this cater to all genders and gender preferences to remove if not eradicate domestic abuse being done to not only women and children, but now to include men and the LGBTQI+ community,” depensa naman ni Nograles. (BERNARD TAGUINOD)
