PAGBASURA SA UP-DND PACT PWEDENG IPAGPALIBAN -LACSON

NANINIWALA si Senador Panfilo Lacson na may pangyayari na puwedeng pagbatayan upang maipagpaliban o mabawi ang pagpapawalang-bisa sa 1989 UP-DND Accord na nagbabawal pumasok sa kampus ang militar o pulisya nang walang pahintulot.

Sa pahayag, sinabi ni Lacson, chairman ng Senate committee on national defense and security na ang listahan ng mga estudyante ng University of the Philippines na diumano’y naging miyembro ng New People’s Army (NPA) at napatay sa pakikipagsagupaan sa militar ay isa sa mga pangyayaring dapat tingnan.

“I think it is prudent now for Secretary Delfin Lorenzana to at least suspend the termination of the UP-DND accord and hold a dialogue as he already mentioned he would do,” paliwanag ni Lacson.

Ayon sa mambabatas, lumalabas na base sa maling impormasyon ang naging basehan ng DND para i-terminate ang kasunduan, dahil ang mga nasa listahan nila na diumano’y nahuli o napatay ay buhay at malaya pa pala.

“They based their decision to terminate the UP-DND accord, signed way back, on what appears now to be false information. They included personalities that they said were captured or killed in action by the military, but turned out to be alive and not captured at all,” banggit ni Lacson.

Sa panig naman ni Lorenzana, binanggit ni Lacson na ang paghingi nito ng paumanhin ay dapat bigyan din ng kredito.

“It takes a lot of humility particularly for Sec. Lorenzana to publicly apologize for the AFP’s blunder,” ayon pa kay Lacson.

Paliwanag ng senador, sa militar, kadalasang ang tagumpay o kabiguan ng implementasyon ng plano ay nakadepende sa desisyon na hinantungan na dapat ay batay sa beripikado at detalyadong impormasyon.

“Naiba ang complexion based on these recent developments. Without these new developments, the committee would have relied on the testimonies and presentations made by the AFP which were not specifically rebutted by the other resource persons,” dagdag pa ni Lacson.

May mga nakikita ring batayan si Lacson para ikonsidera na i-criminalize ang red-tagging.

“Possible consequences could have been disastrous on the part of these people and even the military for that matter, since the troops on the ground could rely solely on the decision being made in headquarters based on false intelligence information,” pahabol ng mambabatas. (ESTONG REYES)
