KUNG may pagbabawal at paghihigpit na payagan ang mga establisimyento sa ‘NCR Plus’ bubble ay may ilan din naman ang pinayagan na mag-operate subalit limitado lamang.

Bahagi ng guidelines na ipatutupad sa ‘NCR Plus’ bubble na nakasaad sa Omnibus Guidelines On The Implementation of MECQ sa bansa ang payagan ang ilang establisimyento na mag-operate subalit “at a maximum of 50 percent on-site capacity”.

Ilan sa mga ito ay ang media establishments at ang kanilang total permanent staff complement, kasama na ang mga reporter at iba pang field employees.

• Dental, rehabilitation, optometry at iba pang medical clinics para sa pagpapagamot ng sakit o injuries. Iyon nga lamang, kailangan na mayroong “strict observance” ng infection prevention and control protocols. Kailangan din na ang dental procedures ay limitado lamang sa emergency cases at ang pagsusuot ng full personal protective equipment (PPEs) ng dentista at attendants ay dapat na gawing mandatory. Pinapayagan din ang home service therapy para sa persons with disabilities (PWDs) ;

• Veterinary clinics;

• Banks, money transfer services, kabilang na ang mga pawnshops “only insofar as performing money transfer functions”, microfinance institutions, at credit cooperatives, kabilang na ang kanilang armored vehicle services, kung mayroon man;

• Capital markets, subalit hindi limitado sa Bangko Sentral ng Pilipinas, Securities and Exchange Commission, Philippine Stock Exchange, Philippine Dealing and Exchange Corporation, Philippine Securities Settlement Corporation, at Philippine Depository and Trust Corporation;

• Water supply at janitorial/sanitation services at facilities, kabilang na ang waste disposal services, at maging ang property management at building utility services;

• Energy sector (oil, gas, at power companies), ang kanilang third-party contractors at service providers, kabilang na ang mga empleyado na may kinalaman sa electric transmission at distribution, electric power plant at line maintenance, electricity market at retail suppliers, at maging iyong mga may kinalaman sa exploration, operations, trading at delivery ng coal, oil, crude o petroleum at by-products (gasoline, diesel, liquefied petroleum gas, jet oil, kerosene, lubricants), kabilang na rin ang gasoline stations, refineries at depots o kahit na anumang klase ng fuel u o langis na ginagamit para makapag- produce ng elektrisidad;

• Telecommunications companies, internet service providers, cable television providers, kabilang na iyong gumagawa ng indirect services gaya ng technical, sales, at iba pang support personnel, at maging ang mga empleyado ng kanilang third-party contractors na gumagawa ng sales, installation, maintenance at repair works;

• Airline at aircraft maintenance, pilots at crew, at mga empleyado ng aviation schools “for purposes of the pilot’s recurrent training for flight proficiency and type rating using simulator facilities”; at ship captains at crew, kabilang na ang shipyard operations at repair;

• Funeral at embalming services;

• Security personnel na lisensiyado ng Philippine National Police – Supervisory Office for Security and Investigation Agencies;

• Printing establishments na may awtorisasyon ng Bureau of Internal Revenue at iba pang government agencies para mag- print ng accountable forms at iba pang security documents;

• Establishments na may kinalaman sa pagkukumpuni at maintenance ng machinery at equipment, para sa mga households at essential permitted establishments;

• Establisimyento na may kinalaman sa pagkukumpuni at maintenance ng motorized at non-motorized vehicles, kabilang na ang pagbebenta ng spare parts;

• Leasing o pagpapa-upa ng real at personal properties;

• Employment activities na may kinalaman sa recruitment at placement for permitted sectors;

• Ang mga guro, professors at iba pang kawani na ang nilalayon ay magsagawa ng online/offline, at flexible classes, pagkumpleto ng grado, at pagpo-proseso ng student credentials, requirements at dokumento;

• Lawyers na nagbibigay ng legal representation necessary para protektahan ang karapatan ng isang indibiduwal at maging ang legal services para sa mga permitted establishments; at

• ang lahat ng iba pang establisimyento, “to the extent necessary” para sa pagbilli at pagbebenta ng consumer goods o services via internet.”

“All other businesses, persons, or activities, not be allowed to operate, work, or be undertaken on-site during ECQ shall be allowed to operate at 50 percent on-site capacity, while encouraging work-from-home and other flexible work arrangements, where applicable,” ang nakasaad sa Omnibus Guidelines.

Samantala, ang curfew hours sa Metro Manila ay mula alas- 8:00 ng gabi hanggang alas-5:00 ng umaga gaya ng napagkasunduan ng mga alkalde. (CHRISTIAN DALE)
