SAMPUNG taong pagkakakulong at tatanggalan ng mga benepisyo ang lahat ng mga government official na magpapabaya sa kanilang tungkulin sa lahat ng pagkakataon lalo na kapag may pandemya.

Sa ilalim ng House Bill (HB) 9230 o Public Health Emergency Anti-Negligence and Corrupt Practices Act” na inihain ng anim na kongresista, ikinatuwiran ng mga ito na hindi lamang ang mga corrupt ang dapat parusahan kundi ang mga nagpapabaya sa kanilang tungkulin.

Binuo nina Deputy Speaker Eddie Villanueva, Bienvenido Abante Jr., Bernadette Herrera at Mikee Romero kasama sina Quezon City Rep. Allan Reyes at CIBAC party-list Rep. Domeng Rivera ang nasabing panukala matapos makita ang kapabayaan ng mga health official sa pandemya sa COVID-19 kaya lumala ang sitwasyon.

“We should not only penalize acts of corruption, bribery or plunder; we must also deplore and punish inaction and acts that are manifest and imbued with intolerable negligence, irresponsibility, inefficiency and lack of vision especially during times of crisis such as this COVID-19 pandemic,” ayon sa panukala.

“Public officers and employees should neither be corrupt nor negligent. Or else, the public will suffer a great deal of undeserving disservice,” dagdag pa ng panukala kaya kailangang parusahan ang mga nagpapabaya at iresponsableng opisyales ng gobyerno.

Karaniwang hindi naparurusahan ang mga public official na hindi ginagawa nang maayos ang kanilang trabaho na nagdudulot ng matinding problema, hindi lamang sa ekonomiya, kabuhayan at lalong higit sa buhay ng mga tao.

Dahil dito, dapat anilang magkaroon ng batas na magpaparusa sa mga pabaya at iresponsableng government officials and employees upang magkaroon ng tinatawag na ‘accountability” ng mga ito.

“In such times of war against any novel disease or public health threat, acting with swiftness and efficiency and having a clear policy direction are the names of the game by which the government must adhere to. Or else, many lives will suffer and public funds will just be devoured by rent-seeking and scrupulous individuals at the back of the people who are desperately grappling for survival and waiting for the government’s speedy intervention,” banggit pa sa panukala.

Kapag naging ganap na batas ang panukalang ito, kahit mag-resign ay hindi pa rin makaliligtas sa pananagutan ang sinomang opisyal ng gobyerno.

“This measures help raise the bar of public service during such time of crisis and difficulty so that people will not be left at the mercies of unperforming, unresponsive, negligence and worst, corrupt public officers and employees,” ayon pa sa panukala.
