SA gitna ng kabi-kabilang paratang kaugnay ng malawakang agri-smuggling sa iba’t ibang panig ng bansa, nakakuha ng matibay na tagapagtanggol ang kontrobersyal na si Customs Commissioner Rey Leonardo Guerrero.
Higit pa sa pagtatanggol, nanawagan din ang Ateneo School of Governance (ASOG) kay Pangulong Ferdinand Marcos Jr. na panatilihin sa pwesto si Guerrero.
“The road ahead for the BOC is much more promising because of what Comm. Jagger and colleagues helped to build. If we want continuity in reforms, then we have to better appreciate what has been built and on top of this, invest in the further work necessary to secure and sustain good governance.”
Sa isang pahayag, sinabi ng ASOG na iba ang kanilang nakikita sa kontrobersyang kumaladkad sa pangalan ng BOC chief. Anila, iba ang kanilang nakikita batay sa kanilang pagsusuri sa mga sirkumstansya.
“Recently, Com Jagger has been the target of corruption allegations which try to implicate him and his reform team. This, however, contradicts the generally held view by reform stakeholders—including academic and international development partners—that Comm Jagger is a straight arrow and a true reformist,” ayon sa pahayag na inilabas ng ASOG.
Kabilang si Guerrero sa talaang isinapubliko ng Senate Committee of the Whole kung saan pinangalanan ang mga matataas na opisyal ng Bureau of Customs (BOC), Bureau of Plant Industries (BPI), Bureau of Fisheries and Aquatic Resources (BFAR), mga local na opisyal at maging mga negosyanteng diumano’y bahagi ng mga sindikato sa likod ng illegal smuggling.
Mariin namang itinanggi ng BOC chief ang alegasyong nagdidiin sa kanya bilang protektor ng mga agri-smugglers.
Para sa ASOG, naging epektibo si Guerrero sa pagpapatupad ng mga reporma sa kawanihang dati lamang kilala sa kabi-kabilang katiwalian.
“We cannot speak highly of President Duterte’s other appointees; but when it comes to Comm Jagger, we believe he pushed good governance in an agency that now performs better because of what he and his reform team has achieved, in partnership with many reform partners (kabilang ang Ateneo School of Government),” dagdag pa ng grupong nakabase sa Ateneo.
Anila, malaking bentahe sa likod ng pagtaas ng koleksyon ng BOC ang mga programang inilatag ni Guerrero mula nang italaga bilang Commissioner ng BOC. Mas yumabong din umano ang kalakalan sa pamumuno ng naturang opisyal.
Sa datos ng ASOG, nasa 201 bilyon ang agad na nadagdag sa kita ng kawanihan mula nang pamunuan ni Guerrero ang ahensyang nangangasiwa sa pumapasok at lumalabas na kargamento, bukod pa sa mas mabilis na prosesong kalakip ng modernisasyong isinulong agad ng BOC chief.
“A time-release study shows that imports clearance processing time in 2020 was only 9.5 hours from its baseline of 2 days and 10 hours in 2019.”
“According to a 2021 UN global survey, the Philippines scored 86% in trade facilitation, a significant improvement from 65.6% and 69.9% in 2015
and 2017, respectively. Another contributory factor may be connected to BOC’s standardization of internal processes in relation to their ISO 9001 certification, albeit various units remain at various stages of compliance,” dagdag pa ng ASOG.
Sa ilalim din anila ng pamumuno ni Guerrero naging bukas sa publiko ang transakyon ng BOC.
“Overall, these governance tools leverage data and evidence made publicly available by BOC officials in order to help advance reform in the BOC. This model of transparency and citizens’ participation in governance appears rare in our public sector—and we should encourage and build on it when and where we find it.”
Kung sila anila ang tatanungin, nanaisin nilang panatilihin sa pwesto ni Pangulong Ferdinand Marcos Jr. ang retiradong heneral sa hangaring magtuloy-tuloy ang pagbabago sa nasabing kawanihan.
