HINIKAYAT ni Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. ang local government units (LGUs) na magtalaga ng kinatawan na magsisilbing mandatory witness sa mga raid o pagsalakay laban sa illegal drugs.

Sinabi ni Abalos, may ilang drug-related cases ang nadismis dahil walang presensya ng testigo sa inventory ng nabawi o nasamsam na ilegal na droga o hindi nagpakita sa court hearings.

“In Mandaluyong City, when my wife was the mayor, she assigned a lawyer that is solely tasked as witness and back police anti-narcotics operations to satisfy the requirement of the law,”ayon kay Abalos.

Nauna rito, nakipagkita si Abalos sa local government operations officers sa rehiyon upang ipaabot ang rekomendasyon sa mga alkalde.

Sa ngayon, ang “most common witnesses” sa drug raids ay police officers, village officials, at mamamahayag.

“Republic Act 10640 requires the presence of these witnesses primarily to establish the chain of custody and remove any suspicion of switching, planting, or contamination of evidence,” ayon sa ulat.

Samantala, nakikipagtulungan naman si Abalos kay Justice Secretary Jesus Crispin Remulla para tapikin ang LGUs na magtalaga ng city o municipality representative na sasama sa police anti-narcotics units sa panahon ng operasyon. (CHRISTIAN DALE)
