MISTULANG nagtagumpay ang political maneuver ng mga kaalyado ni dating Pangulong Rodrigo Duterte matapos maibalik sa pwesto ang tinaguriang “Duterte Generals” sa ilalim ng administrasyon ni Pangulong Ferdinand “Bongbong” Marcos Jr.

Lalo ring luminaw ang dahilan kung bakit tinanggap ni Marcos ang pagbibitiw ni dating Executive Secretary Vic Rodriguez maging ang pagsibak sa unang appointees na pinaghihinalaan ng paksyon sa Malacañang na konektado sa dating “little president”.

“The supposed game of the generals happening now at the Department of National Defense (DND) and the Armed Forces of the Philippines (AFP) seems to be instigated by a widespread ongoing purge of appointees linked with former Executive Secretary Vic Rodriguez,” ani House deputy minority leader France Castro ng ACT party-list.

Ginawa ng mambabatas ang pahayag kasunod ng pagtatalaga ni Marcos kay dating AFP Chief of staff at vaccine czar Carlito Galvez Jr., bilang kalihim ng DND matapos mag-resign si DND officer in charge (OIC) ret. Gen. Jose Faustino Jr.

Si Galvez ay itinalaga ni Duterte bilang Chief of Staff ng AFP noong Abril 2018 at matapos magretiro noong Disyembre 2018 ay kinuha ito bilang peace-adviser bago iniluklok na vaccine czar noong 2020.

“The current dominant faction in Malacañang apparently succeeded in booting out individuals identified with Rodriguez from key positions in the DND and AFP but in the process placed Duterte generals whose loyalties and policies may still lie with the former president and his family and not with Pres. Marcos Jr.,” paniniwala ni Castro.

“Such political maneuverings involving the armed forces is very dangerous because such activities highlight the patronage system in the military and may lead to tensions within their ranks or even military adventurism if worse comes to worst,” babala pa ng lady solon.

Noong Sabado, lumutang ang impormasyon na nagkaroon ng mass resignation sa DND matapos ibalik ni Marcos bilang AFP chief of staff si LtGen. Andres Centino na naging dahilan para ilagay ng Philippine National Police (PNP) sa red alert status ang buong pwersa ng kapulisan base sa ‘leak memo’.

Itinanggi naman ito ng AFP subalit kalaunan ay nakumpirmang nag-resign si Faustino na tinanggap ni Marcos at ipinalit sa kanya si Galvez.

Dahil dito, sinabi ni Castro na isa-isa nang nakakabalik ang Duterte Generals, kaya lalong kaduda-duda ang tunay na motibo ng Republic Act (RA) No. 11709 na ipinatupad ni Duterte noong Abril 2022 o dalawang buwan bago ito bumaba sa puwesto.

Sa ilalim ng nasabing batas, ipinako sa tatlong taon ang termino ng 8 most senior AFP officers na kinabibilangan ng AFP chief of staff at commander ng Army, Navy at Airforce.

“In hindsight, while Pres. Duterte practiced the revolving door policy for AFP chiefs of staff during most of his term, the implementation of RA 11709 during the last months of the Duterte administration may have been a rear guard move to ensure that the AFP chief and the top brass for at least 3 years would be indebted to him and not the incoming president then,” duda pa ni Castro.

Kahapon, naglabas na rin ng kanyang sentimyento si dating DND OIC Senior Undersecretary Jose Faustino kaugnay sa inihaing irrevocable letter of resignation nito sa Malacañang.

Sa opisyal na pahayag ni Faustino, kinumpirma nito na naghain siya ng letter of resignation kay Pangulong Marcos Jr. noong January 6, 2023, matapos mabatid sa mga balita at social media ang panunumpa ni General Centino sa Malakanyang bilang AFP Chief of Staff kapalit ni Lt. Gen. Bartolome Bacarro.

“With the utmost respect, I submitted my irrevocable letter of resignation to the President, His Excellency Ferdinand R. Marcos Jr., on Friday, January 6, 2023, after learning only from news and social media reports that an oath of office of the new Chief of Staff, AFP had taken place at Malacañang,” pahayag ni Faustino.

Binigyang-diin ni Faustino na ang AFP ay isang institusyon na minamahal, pinagkakatiwalaan at nirerespeto ng sambayanang Pilipino.

“The AFP is an institution that is loved, trusted, and respected by the Filipino people. It is an upright organization that is professional, highly capable and committed to protecting our country and people from all threats, whether foreign or domestic. Our dedicated and indomitable soldiers, airmen, sailors, and marines value above all honor, service, and patriotism – these are the ideals that we live and die for, if need be,” ayon sa dating opisyal.

Lubos naman ang pasasalamat ni Bacarro sa mga nagtitiwala sa kanya kasunod ng pahayag na susuportahan ng buong Sandatahang lakas ang ika-57th at 59th AFP chief of staff.

“Kung may usok,
may apoy”

Samantala, umaasa si Senador Imee Marcos na agad maisasaayos ang gusot sa AFP at DND at sa sinasabing destabilisasyon.

Ayon sa senador, inaasahan na nito na magkakagulo sa ipinasang batas ng Kongreso at ni dating Pangulong Duterte na mauupo sa loob ng 3-taon ang pinuno ng AFP at iba pang opisyales nito na nakasaad sa Republic Act No. 1170.

“Inaasahan ko na ma-settle sa lalong madaling panahon ang mga isyu sa ating military, dahil nga may bagong batas, kung may bago, alam natin nagkakagulo talaga, may bagong batas na may hold-over ng tatlong taon na ipinasa namin noong nakaraang Kongreso. Ngayon nagkakaroon ng birthpains, ika nga, nag-a-adjust tayo, sana mapag-usapan nang maigi ng lahat ng sektor ng lahat ng pangkat para walang alinlangan at walang pilitang magre-resign o pagtatanggal. Sana mapag-usapan nang maayos, pag may bagong batas may magagalit talaga at may aaray,” pahayag pa nito.

Sinabi pa ni Marcos na fake news ang destabilisasyon sa kasalukuyang administrasyon.

“Well, inaasahan ko na puro fake news ‘yan, pero ang totoo when there is smoke, there is fire, kaya kinakailangan yata na mag-usap-usap ang lahat,” ayon pa sa senador. (May dagdag na ulat sina JESSE KABEL RUIZ at NOEL ABUEL)
