SINIMULAN na ng House committee on health ang pagdinig sa mga panukalang batas para ireporma ang Philippine Health Insurance Corporation (PhilHealth) at kabilang sa plano ay alisin ang Health secretary sa pamumuno sa board ng korporasyon.

“Our health insurance system is sic,” ani Albay Rep. Joey Salceda sa kanyang sponsorship speech nang isalang ng komite na pinamumunuan ni Batanes Rep. Ciriaco Gato Jr., ang panukala na ireporma ang PhilHealth.

Kasama sa panukala na baguhin ang governance structure ng PhilHealth kung saan imbes na ang Department of Health (DOH) secretary ang chairman of the board ay ibibigay ito sa secretary ng Department of Finance (DOF).

Ang PhilHealth board sa kasalukuyan ay binubuo ng mga secretary ng Department of Budget and Management (DBM), Department of Labor and Employment (DOLE), Department of Social Welfare and Development (DSWD), DOF at DOH na siyang tumatayong chairman.

Bukod dito, nais ni Salceda na ang Bureau of Treasury ang mangasiwa sa reserve fund ng korporasyon at magtatag ng national health database ng lahat ng claims at benefits na hinihingi at inaprubahan ng PhilHealth.

Nais din ni Salceda na magkaroon ng independent audit sa PhilHealth bukod sa ginagawa ng Commission on Audit (COA) at bigyan ng mandato ang presidente nito na direktang iulat sa presidente ng bansa at maging sa Congress ang resulta ng audit.

Huling nasabit sa kontrobersya ang PhilHealth noong kasagsagan ng COVID-19 pandemic kung saan marami umanong pinaborang health care facilities na binigyan ng pondo kahit walang kapasidad na gumamot ng COVID patient.

“We have outlined how mismanagement and corruption were exacerbated by design flaws in the health insurance system, and how these flaws can be remedied by structural reforms. This bill proposes systemic reforms in the management of the reserve fund, the collection system, the contribution and verification of claims and benefits and government of the agency,” ayon pa kay Salceda.
