BINATIKOS ni Senate President Pro-Tempore Ralph Recto ang Land Transportation Office (LTO) sa mga palpak nitong desisyon na nagdagdag sa pahirap na dinaranas ng taumbayan.

“Who needs restraint the most? People in the LTO driver’s seat. It is behind the epidemic of new fees. It has become a super spreader of high fines,” sabi ni Recto.

Aniya, masyadong magulo ang inilalabas na panuntunan ng LTO at may kakulangan ng pagkakaugnay-ugnay na katumbas ng regulasyon ng distracted driving.

“Atras-abante sa multa sa face shields. Pero lumalabas na “swerving” naman pala ito sa alituntunin ng IATF,” sabi nito.

Inihalimbawa pa ni Recto ang gulo sa Motor Vehicle Inspection System na napinsala ng kaguluhan. At bago ito, nag-branch out ito sa edukasyon, sa pamamagitan ng pag-uutos na ang mga aplikante sa pagmamaneho ay dapat na nagtapos sa mga paaralan sa pagmamaneho.

Idinagdag pa nito ang mabagal na pagpapalabas ng mga plaka ng mga sasakyan na mistulang nanggaling pa sa ibang planeta bago maipamahagi.

Samantalang, may usapin din sa mabagal na pamamahagi ng driver license at car stickers na mas matagal pa aniya sa paggawa ng space rockets.

“In the not-so-distant past, perfectly good car plates were yanked out in favor of new ones, which arrived late and which should be installed with new bolts as if these were made with space technology. And then there was the case of licenses and stickers, which took longer to produce than space rockets,” giit nito.

Sa mga nakalipas umanong mga taon, tanging mga pribadong kumpanya ang nakikinabang sa mga inilalabas na regulasyon ng nasabing ahensya.

“Through the years, we have watched how a big diversified downstream industry run by private companies who profit from regulations has grown. But let me be clear: Many of these programs have laudable intentions, but the implementation is far from lovable,” ayon pa sa senador.

Sinabi pa ni Recto na maraming magagaling na opisyal sa Department of Transportation (DOTr) tulad ni Sec. Art Tugade at si Metropolitan Manila Development Authority (MMDA) Gen. Manager Bong Nebrija, gayundin sa rail sector na umaasenso sa pagkakaroon ng maraming tren at tracks at ang itinayong subway.

Ngunit nababahiran ang mga ito ng masamang imahe dahil sa kapalpakan ng land transportation sector.

“I propose that when fines which have the effect of taxes are imposed by an enforcer who is both judge and executioner, then it would do well if these be made to undergo review by the appropriate congressional committee and subject to the Office of the President’s approval,” sabi nito. (NOEL ABUEL)
