ISINUSULONG  ni Senador Sherwin Gatchalian ang paglalagay ng mga special education centers sa lahat ng pampublikong eskuwelahan sa buong bansa para maraming matulungang kabataan na nagngangailangan ng dagdag na atensyon.

Ayon kay Gatchalian, kailangan nang magkaroon ng mga special education centers sa lahat ng public schools upang epektibong magabayan ang mga kabataan na may disabilities at iba pang special needs.

Inihain nito ang Senate Bill No. 171 o ang Inclusive Education for Children and Youth with Special Needs Act, kailangang maisama sa itatayong eskuwelahan ang mga Speds centers.“This could be done by establishing Inclusive Education Learning Resource Centers in all public schools divisions nationwide. The SPED Centers shall function as a resource center that shall assist in promoting inclusive education to capacitate regular schools to effectively handle the needs of children and youth with disability,” ayon sa senador.

Idinagdag pa nito ang bawat Sped centers ay paglalaanan ng maayos na pasilidad at mga special education teachers at iba pang espesyalista.

Sa datos umano ng Department of Education sa School Year (SY) 2016-2017, nasa 303,109 Filipino children sa mga public schools ang kailangan ng special education.

“Physical, cognitive, psychological, and/or communication disabilities prevent them from fully participating in regular schools,” sabi nito.

“Moreover, the regular schools, whether public or private, are often incapable of providing these children with the care, attention, and guidance that they require for the development of their physical, cognitive, and social skills,” dagdag pa ni Gatchalian.
