INAPRUBAHAN sa plenaryo ng Kamara kamakalawa ng gabi ang rekomendasyon ng House committee on good government and public accountability na kasuhan ng plunder si Vice President Sara Duterte dahil sa umano’y maanomalyang paggamit ng confidential funds ng Office of the Vice President (OVP) at Department of Education (DepEd).

Base sa Committee Report No, 1503 na inilahad ng chairman ng nasabing komite na si Manila Rep. Joel Chua, bukod sa plunder case ay pinakakasuhan din si Duterte at iba pang mga opisyal ng OVP at DepEd noong panahong pinamumunuan nito ang nasabing kagawaran ng Technical Malversation, Perjury, Bribery at graft and corruption.

Bukod kay Duterte, pinakakasuhan din ng plunder ang mga dating DepEd officials na sina Edward Fajarda, Atty. Sunshine Charry Fajarda, Col. Raymund Dante P. Lachica, Col. Denis Nolasco, dating USec. Sevilla at Atty. Zuleika Lopez at iba pa.

“Technical malversation under Article 220 of the Revised Penal Code (RPC) against VP Duterte, SDOs Ms. Acosta and Mr. Fajarda in relation to Article 217 on the presumption of malversation for having used confidential funds for purposes other than for confidential activities,” bahagi ng committee report.

Bukod dito, inirekomenda rin ng komite na amyendahan ang Joint Circular No. 2015-01 na higpitan ang paggamit ng confidential funds upang masiguro na inilalaan ito sa intelligence gathering.

Ginawa ang rekomendasyon matapos matuklasan na marami sa mga recipient ng confidential funds at lumagda sa acknowledgement report ay kinumpirma ng Philippine Statistics Authority (PSA) na hindi totoong tao tulad ni “Mary Grace Piattos”.

Inaprubahan din ang rekomendasyon ng komite na nag-aatas sa Commission on Audit (COA) na magsagawa ng of fraud audit sa confidential funds ng OVP at DepEd noong panahon ni Duterte.

“There should be a standard in identifying civilian government agencies entitled to confidential funds and that the confidential funds given to an agency should be a percentage of its total budget,” mungkahi pa ng komite.
