IPINAG-UTOS ni Bureau of Custom Commissioner Ariel F. Nepomuceno ang pagpapairal ng full coverage ng condemnation activities sa Aduana.
“Base na rin ito sa mithiin ni President Ferdinand R. Marcos Jr. na magsagawa ng mga pagbabago sa Aduana na naka-angkla sa transparency and accountability,” ani BOC Commissioner Nepomuceno.
Utos ni Nepomuceno na dapat ay may full coverage, recording, at live streaming ang lahat ng condemnation activities ng Aduana, maging ang kabuuan ng gagawing destruction processes para mapatibay ang integridad ng kanilang bawat operasyon.
Kinakailang umano rito ang presensiya ng kinatawan mula sa Intelligence Group (IG) at Enforcement Group (EG) sa lahat ng condemnation proceedings. Kinakailangan na sertipikahan ng bawat kinatawan ang mga itinakdang key details—kabilang ang conduct and duration ng aktibidad, quantity of goods destroyed, at iba pang pertinent information, para tiyakin walang pagdududa at dokumentado ang proseso.
Sa pamamagitan ng mandatory documentation and certification ng awtorisadong kinatawan, ang inisyatiba ay nagpapalakas sa integridad ng bawat yugto ng condemnation activities at nagsusulong ng operational discipline sa loob ng Aduana at pagkakaloob sa publiko ng verifiable assurance ng transparent at accountable process.
Pakay ng nilagdaang memorandum ang lahat ng condemnation at destruction activities na isasagawa sa alinmang port, collection district, office, unit, or composite team ng BOC, saan mang lokasyon, dami o uri ng goods or products.
“It extends across the entire chain of procedures, from accreditation, bidding, and awarding of condemnation to the actual destruction at the designated facility. The condemnation committee, on the other hand, is mandated to strictly oversee and ensure full compliance with this directive,” ayon sa memorandum.
Kinakailangan na lahat ng condemnation facilities ay magsusumite ng complete recordings ng aktibidad sa Public Information and Assistance Division (PIAD) for publication and safekeeping na dapat sundin din ng ng lahat ng ports.
“This is not just a procedural reform but to assure the public of what kind of agency we must become and aspire toward, guided by President Marcos Jr.’s vision of a government that upholds good governance and accountability.”
