SINABI ng Department of Budget and Management (DBM) na ipalalabas nila ang kabuuang P10.894 billion para i-cover ang financial assistance o ayuda para sa mga apektadong indibidwal at sambahayan sa National Capital Region (NCR) sa gitna ng muling pagpapatupad ng enhanced community quarantine (ECQ) sa lugar mula Agosto 6 hanggang 20.
Sa isang kalatas, sinabi ng DBM na ang nasabing ayuda ay direktang ipalalabas ng Bureau of Treasury sa local government units (LGUs) sa pamamagitan ng kani-kanilang authorized government servicing banks.
“Upon receipt of the funds, the LGUs shall facilitate and determine the most efficient and effective way for the provision of financial assistance to their constituents,” ang nakasaad sa kalatas.
“Affected low-income individuals and families are expected to receive P1,000 per person and a maximum of P4,000 per household, to ensure that food and other non-food requirements are met despite the strict quarantine,” ayon sa Budget Department.
Sinasabing, 10.9 milyong indibidwal o 80% ng populasyon sa Kalakhang Maynila ang makikinabang sa ayuda, base sa population projection at available data ng Philippine Statistics Authority.
Nito lamang Lunes ay inaprubahan ni Pangulong Duterte ang pagpopondo sa ayuda na ibibigay sa 80% ng populasyon sa Kalakhang Maynila.
Sinabi ng DBM ang “total funding requirement” para sa cash aid ay “charged” mula sa certified savings mula sa Fiscal Year 2020 Continuing Appropriations.
“In addition, the distribution of the assistance will be monitored by the Department of the Interior and Local Government and the Department of Social Welfare and Development,” ayon sa Budget Department.
“To ensure the proper utilization of the funds, the beneficiary LGU shall comply with the posting and reporting requirements specified in the DBM Local Budget Circular No. 138,” dagdag nito. (CHRISTIAN DALE)
