HINILING ng Global Transparency and Transformation Advocates Network (GTTAN), sa magkakahiwalay na sulat na ipinadala sa email na may petsang Agosto 15, 2023, sa Senado, House of Representatives, at sa Department of Justice na imbestigahan ang mga alegasyon ng malawakang pandaraya sa 2002 elections, bunsod ng pagkakadiskubre sa clandestine Private Network na natuklasang pinagmumulan ng lahat ng local at overseas 2022 national election return transmissions na ipinadala sa Transparency Server ng Comelec.

“It (the discovery) points to a systematic world-wide manipulation of the May 9, 2022 electoral results,” pahayag ng GTTAN, na nanawagan kina Sen. Francis Tolentino, chairman ng Senate Blue Ribbon and Public Accountability and Justice Committees, Rep. Florida Robes, chairman ng House Committee on Good Government and Public Accountability, at Justice Secretary Jose Remulla, na agad magsagawa ng imbestigasyon upang masiguro sa mamamayan na ang kanilang sagradong karapatan ay mapoprotektahan at lahat ng paraan ay maisasagawa upang maibalik ang kanilang tiwala sa mga halalan.

Ang kahilingan ng GTTAN para sa imbestigasyon ay inendorso ng ilang high profile personalities kabilang sina Bishop Jose Colin Bagaforo (President of Caritas and Head of the Episcopal Mission on Social Justice), Fr. Roderick Salazar (former President, University. of San Carlos), Brig. Gen. Eliseo Rio Jr. ret. (former DICT Secretary), Augusto Lagman (former Comelec Commissioner and former Namfrel Chair), Franklin Ysaac (Bank Executive/IT Consultant), Sonny Africa (Exec. Dir., IBON Foundation), Sen. Lee Rhiannon (Member of the International Observer Mission), at Rev. Dr. Patricia Lisson (Chair, International Commission on Human Rights Philippines, Canada).

Ayon sa grupo, nabunyag ang iregularidad makaraang analisahin ni Ret. Brig. Gen. Eliseo Rio Jr. ang “raw files” na ini-post sa website ng Comelec ng mga indibidwal na maaaring virtual whistleblowers.

Anila, natuklasan ni Gen. Rio na ang lahat ng Vote Counting Machines (VCMs) na nag-transmit ng election results sa pamamagitan ng Private Network, ay mayroong Private IP Addresses.

Ang VCMs na mayroong Private IP Addresses ay maaari lamang gumana sa loob ng Private Network.

Ang anomalya anilang ito ay seryosong paglabag sa election law, “if not a crime punishable under our penal laws”.

Ito anila ay sistematikong worldwide manipulation ng May 9, 2022 electoral results na maihahalintulad sa gawain ng kriminal.

“The existence of the Private Network was never disclosed by COMELEC to the public and might have gone undetected except for the actions of unknown COMELEC personnel who posted the ‘raw files’ on COMELEC’s website,” ayon pa sa kanilang sulat.

Anila, ang “raw files” ay patunay na ginamit ang Private Network “to surreptitiously transmit both local and foreign election results to COMELEC’s Transparency Server” at ito ay direktang ebidensiya ng pandaraya sa eleksyon, na kailangang ng agaran at masusing imbestigasyon.
