DEMOLITION job. Ito ang iginiit ni Bulacan Governor Daniel Fernando at ng kanyang provincial legal officer sa kasong graft and corruption na isinampa laban sa kanya at sa iba pang mga opisyales at sa isang private contractor sa Office of the Ombudsman, hinggil sa nakatakdang pagpapatupad ng Bulacan Flood Control and River Restoration Project sa lalawigan.

Sa ginanap na press briefing noong Biyernes, Mayo 10 sa The Pavilion, Hiyas ng Bulacan Convention Center, sinabi ni Fernando, ang nilalaman ng 9-pahinang complaint ay “mere allegations without basis in law or in fact”.

“These allegations coming out in messengers, social media, and some newspapers are false, twisted half-truths and certainly a misinformation and political demolition campaign,” wika ni Fernando.

Ang kaso ay isinampa ng isang Francisco Balagtas na nagpakilalang whistleblower na mula sa Provincial Capitol Building, City of Malolos noong Mayo 3, 2024 sa Ombudsman. Sinasabing panlilinlang umano sa taumbayan ang nilalaman ng 9-pahinang complaint affidavit.

Basehan ng isinampang kaso ay ang umanoy ‘no public procurement process’ sa nasabing river dredging and restoration project.

Paliwanag ni Fernando, walang dapat isagawang procurement process o bidding dahil wala namang ilalabas na pera sa kabang bayan at sa halip ay kikita pa rito ang pamahalaang panlalawigan.

Ayon sa gobernador, ang proyekto ay hindi sakop ng Republic Act 9184 kung saan nakasaad sa Department of Environment and Natural Resources (DENR) Administrative Order No. 2020-07, Sec. 5: “No funding from the government shall be made for the conduct of dredging activities by the private sector, holders of dredging clearance shall provide the financing, technology, management and personnel necessary to implement dredging activities within the exclusive river dredging zone.”

Tiniyak ni Fernando na sa kanyang administrasyon ay nakatitiyak ang publiko ng kanilang istriktong pagtugon sa lahat ng standard, derektiba nang naaayon sa batas sa pagpapatupad ng kanilang operations and development process.

“I swear on my honor, and on behalf of the Provincial Government, and the Bulakenyo citizens that I represent- these allegations are part of the demolition job campaign of my political rivals. Let the people know the truth!,” aniya.

Iniutos din ni Fernando sa kanyang legal officers na tiyaking mananagot ang sino mang nasa likod ng naturang demolisyon job. (ELOISA SILVERIO)
