ISINUSULONG ni Senate President Vicente Sotto III ang panukala upang ire-organize ang Department of Public Works and Highways (DPWH).
Inihain ni Sotto ang Senate Bill No. 1835 o An Act Reorganizing the DPWH and Rationalizing the Powers and Functions of the Central, Regional, and District Offices.
Layon nitong palakasin ang transparency, efficiency, at accountability sa public infrastructure governance.
Ipinaliwanag ni Sotto na mahalaga ang public infrastructure sa nation-building dahil nakapagbibigay ito ng employment at nasosolusyunan ang mga pangangailangan tulad ng ligtas na kalsada, mga tulay, flood control systems at iba pang critical public works.
“As one of the departments receiving the largest budget allocations, Filipinos rightfully expect that every peso entrusted to the DPWH translates into safe, resilient, and responsive infrastructure,” saad ni Sotto.
Alinsunod sa panukala, bubusisiin ang mandato, kapangyarihan organizational structure at operational framework ng DPWH kasama na ang responsibilidad ng undersecretaries at assistant secretaries.
Isa sa isinusulong ay ang pagkakaroon ng Infrastructure Maintenance Services Unit na responsable sa inspeksyon, monitoring at evaluation ng mga proyekto at pagmamantine ng centralized at publicly accessible infrastructure database para sa transparency.
