KASABAY ng unti-unting pagluwag sa quarantine protocols ng gobyerno at planong interzonal travel ay ipinag-utos ng Joint Task Force COVID Shield sa pakikipagkoordinasyon kina Secretary of the Interior and Local Government Eduardo Año at Philippine National Police (PNP) Chief General Camilo Pancratius Cascolan, na magsagawa ng re-calibration sa pinaiiral na security at health safety strategies ang lahat ng police commanders sa bansa.

Ito ay kaugnay sa pinakahuling desisyon ng Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID) na payagang makalabas na ang mas maraming tao at magbukas ang mga industriya sa bansa, ayon kay JTF COVID Shield commander LT. Gen. Guillermo Eleazar.

Nabatid din na isinasapinal na ng DILG kasama ang ibang LGUs ang guidelines para sa pagbiyahe sa probinsiya sa pamamagitan ng commercial transportation tulad ng airline, barko at mga bus, base sa pahayag ni National Task Force Against COVID-19 spokesperson Restituto Padilla.

Ayon kay Gen. Eleazar, ang desisyon ng IATF-MEID ay bahagi ng government’s economic recovery measures sa gitna ng masamang epekto ng coronavirus disease (COVID-19) pandemic.

“While a lot of industries were allowed to operate in the past months, there are only limited people who were able to avail of the goods and services because of the restrictions on the movement of the people. Our policy-makers deem it logical to allow more people to go out to avail of these goods and services because this is actually what the re-opening of the economy is really intended for,” paliwanag pa ni PLt. Gen. Eleazar.

“The decision to further ease the restrictions is a big challenge to your Joint Task Force COVID Shield in terms of implementing the quarantine rules. That is why it is important that our commanders on the ground must re-strategize in order to continue ensuring the protection of the people. We should make sure that all our kababayan will continue to follow the rules not only for their safety but also the protection of everybody from this virus,” dagdag pa ni Gen. Eleazar.

Nabatid na base sa desisyon ng IATF sa kanilang 79th Meeting, ibinaba na ang age restriction na maaring makalabas ng bahay at itinakda ito sa edad na 15 hanggang 65. Niluwagan din ang alituntunin hinggil sa pagtawid sa mga border at mas maraming tao na ang ang isinama sa listahan ng Authorized Persons Outside Residence (APOR) at exemption mula sa currfew.
Bukod dito, simula sa Oct. 21 ay papayagan na rin ang mga leisure travel sa ibang bansa.

Nabatid na habang isinasapinal ang guidelines para sa travel pass ay naglabas ang NTF ng resolusyon kaugnay sa pagbiyahe sa magkakaibang quarantine qualifications—na tinatawag na interzonal—subalit ang susunding patakaran ay ang pinaiiral ng mga LGU. (JESSE KABEL)
