Binili ng PS-DBM sa Pharmally P1.8-B LUGI SA EXPIRED TEST KITS

AABOT sa P1.8 bilyon ang posibleng nalugi sa gobyerno ng Pilipinas sa biniling expired at nearly expired test kits mula sa Pharmally Pharmaceutical Corporation.

Sa pagbubunyag ni Senador Francis “Kiko” Pangilinan, umabot sa halagang P1.25 bilyon ang halaga ng test kits na malapit nang ma-expired at P500 milyon halagang test kits naman na expired ang hindi magamit.

Partikular na tinukoy ni Pangilinan sa ginanap na pagdinig ng Senate blue ribbon committee hinggil sa overpriced medical supplies na binili ng Procurement Service ng Department of Budget and Management (PS-DBM), ang liham na may petsang Disyembre 7, 2020 na nilagdaan ni Assistant Secretary of Health Nelson Santiago para kay Atty. Lloyd Christopher Lao.

“DOH was requesting a rescheduling of the delivery of Pharmally testing kits because the test kits that were delivered expired. Hindi nagamit… They paid in full for testing kits that were due to expire in 6 months,” ayon kay Pangilinan.

“Para tayong nagsunog ng pera sa gitna ng napakaraming namamatay,” giit pa niya.

Base sa dalawang Joint Inspection and Evaluation Reports ng PS-DBM, nagdeliber ang Pharmally Pharmaceutical Corporation ng 4,800 kits noong May 2, 2020, at 3,200 kits noong May 4, 2020.

Iniulat ng inspection report na nakalagay sa test kits na may manufacturing date ito na April 5, 2020 at may expiry date na October 5, 2020, o sa loob ng anim na buwan.

“DBM-PS Technical Requirement document dated April 21, 2020 indicates that all testing kits must be fresh stock and mush have a shelf-life of at least 24 to 36 months from the date of delivery,” ayon kay Pangilinan.

Naunang kinumpirma ng DOH na may 7, 925 test kits ang na-expired na may laman na 30 hanggang 50 test depende sa brand na hindi ibinulgar.

Umabot naman sa 371,794 test kits ang expired.

Sinabi ni Pangilinan na kung may halagang P69,500 bawat makina ang presyo ng Pharmally, nalugi ang pamahalaan ang P550 milyon pa.

“That gives us the gravity, the waste, the incompetence, the corruption that we are facing,” giit niya. (ESTONG REYES)
