WELCOME sa European Council (EC) ang ginagawang pagsusulong ni Pangulong Ferdinand R. Marcos Jr. sa free trade agreement (FTA) na may trade bloc at palakasin ang Generalized Scheme of Preferences Plus (GSP+) accreditation ng bansa.

Ito’y matapos na makipagpulong si Pangulong Marcos kay European Council President Ursula Von der Leyen sa sidelines ng Association of Southeast Asian Nations-European Union (ASEAN-EU) commemorative summit sa Belgium, araw ng Huwebes.

Sa nasabing pulong, sinabi ng Pangulo na inaasahan niya ang pagpapalawig sa usapan ukol sa FTA sa pagitan ng Pilipinas at EU at maging ang renewal ng  GSP+ status ng bansa.

Sinabi ni Von der Leyen, ang GSP+ “would open the door for much easier start into going into free trade agreement negotiations.”

Hangad ng bansa na ma- renew ang partisipasyon nito sa  Generalized Scheme of Preferences Plus ng European Union at patuloy na isusulong  ang free trade agreement sa  trade bloc.

“Let’s work on it,” ang sinabi ni Von der Leyen Kay Pangulong Marcos, Tinukoy ang usapan hinggil sa  renewal ng GSP+ status ng bansa.

Sa naging pahayag naman ni Pangulong Marcos sa  Philippines-EU business roundtable, Tinuran ng Punong Ehekutibo na ang Pilipinas ay  “the only ASEAN country to benefit from the EU GSP Plus.”

Ang  GSP+ ay isa sa specialized incentive arrangements ng EU  para sa ” sustainable development and good governance in the form of zero duties.”

Isa itong unilateral trade arrangement na nag-aalok ng  zero tariffs sa 6,274 products o 66% ng lahat ng EU tariff lines.

Bago pa nag-apply ang Pilipinas para sa  GSP+, gumagamit ito ng  Standard GSP.

Taong 2012, mula sa  140 benepisyaryo, ang Pilipinas ay  20th largest user ng scheme na ito.

Buwan ng Hunyo ng kaparehong taon, inanunsyo ng EU na kasama ang Pilipinas sa listahan ng mga bansa na  eligible na mag- apply para sa revised GSP+ program para sa  2014-2023.

” In return, the country is expected to effectively implement 27 international core conventions on labor rights, human rights, good governance, and the environment,” ayon sa ulat.

“While the Philippines awaits the resumption of the PH-EU Free Trade Agreement negotiations, we remain committed to maintain our EU GSP+ beneficiary status, serving as a stepping-stone towards this FTA,” ang sinabi ni Pangulong Marcos sa European business leaders.

“We also have an FTA with the European Free Trade Association (EFTA) namely, Norway, Switzerland, Iceland, Liechtenstein, which provides the Philippines duty-free market access to all industrial and fisheries products to the Member States,” wika pa rin ni Pangulong Marcos.

Ang negosasyon para sa EU-Philippines FTA ay nagsimula noong 2016.

Ang huling round ng negosasyon ay idinaos sa Cebu City noong 2017. (CHRISTIAN DALE)
