PINURI ng Philippine Drug Enforcement Agency (PDEA) ang China Customs dahil sa pagkakasabat ng packages na naglalaman ng kontrabandong droga na ibibiyahe sana papasok sa Pilipinas.

Ayon kay PDEA Director General Wilkins M. Villanueva, ang Shenzhen Customs ay nagbigay ng impormasyon kaugnay sa drug trafficking sa PDEA International Cooperation and Foreign Affairs Service-Foreign Investigation and Intelligence Division (ICFAS-FIID) na nagresulta ng matagumpay na pagkakasabat ng ilegal na droga sa ikinasang controlled delivery operations.

“PDEA promptly organised a controlled delivery team to thwart the smuggling attempt of the packages carrying illegal drugs, and arrest the senders and consignees,” ani Villanueva.

Ang controlled delivery operation ay isang uri ng investigative technique na pinapayagan para mahuli ang ‘unlawful or suspected consignment of any dangerous drug and/or controlled precursor and essential chemicals (CPEC), equipment or paraphernalia, or property believed to be derived directly or indirectly from any offence, to pass into, through or out of the country under the supervision of an authorised officer, with a view to gathering evidence to identify any person involved in any dangerous drugs related offence, or to facilitate prosecution of that offense’.

Matatandaan, noong Marso 18, 2021, ang China Customs ay nakasabat ng isang transshipment parcel na naglalaman ng methamphetamine hydrochloride, o shabu, na may timbang na 995.9596 gramo na katumbas na halagang P6.77 million na itinago sa loob ng libro.

Ang nasabing bagahe ay nagmula sa South Africa na papunta sana sa Cebu City.

Noong Setyembre 10, 2021, sa tulong ng China Customs, ay nasabat din ang isang bagahe na naglalaman ng 985.8 gramo ng shabu na may halagang P6.7 million, na nakalagay sa electric airpot flask. Ang parcel ay nagmula sa Lilongwe, Malawi at papuntang Angeles City.

Samantala, ang Shenzhen Anti-Smuggling Bureau ay nagbigay ng impormasyon sa PDEA ICFAS, na may isang drug-laden package na idineklara bilang damit mula sa Cape Town, South Africa na papunta sana sa Hermosa, Bataan noong Nobyembre 26, 2021 na nagresulta ng pagkakasabat nito.

Noong Disyembre 1, 2021, dakong alas-4:05 ng hapon, ang pinagsamang mga operatiba ng PDEA Regional Office III (PDEA ROIII) Tarlac Provincial Office at Bataan Provincial Office; PDEA Clark Inter-Agency Drug Interdiction Task Group; at Tarlac Police, ay nagsagawa ng controlled delivery operation na nagresulta sa pagkakadakip sa consignee na si Arlyne Gemzon y Ramos, 44-anyos na factory worker, at residente ng Barangay Mabuco, Hermosa, Bataan.

Nakumpiska sa kanya ang 387.5 gramo ng shabu, na tinatayang P2.6 million ang street value.

Sinampahan si Gemzon ng kasong paglabag sa Section 4 (Importation of Dangerous Drugs), Article II ng Republic Act 9165, o “Comprehensive Dangerous Drugs Act of 2002 sa Office of the Provincial Prosecutor-Bataan.

 “We continue to nurture inter-country cooperation and partnership to address the pervasive problem of drug smuggling. We need all the intelligence support that we could muster from our neighbouring countries to prevent the entry of illegal drugs using the country’s mail and parcel system,” ayon sa PDEA chief.
