Pinangunahan nina Presidential Adviser for Entrepreneurship at Go Negosyo founder Joey Concepcion, at MMDA Chairman Benjamin Abalos, Jr., ang isang talakayan kaugnay sa pinakahuling ulat sa lockdown na ipinapatupad sa National Capital Region (NCR) upang epektibong magamit ang modified enhanced community quarantine (MECQ) nang mapigilan ang pagkalat ng Delta variant sa Metro Manila. Ito ay dinaluhan ng mga opisyal sa pamahalaan at mga alkalde sa Metro Manila, at pinanuod ng humigit sa 100,000 na mga audience sa iba’t ibang online platforms.

Kamakailan, ipinanukala ni Concepcion na payagan lamang ang mga bakunado upang makapasok sa iba’t ibang establisimiyento sa NCR. Ayon sa IATF-EID, maaari lamang ikonsidera ang nasabing suhestyon matapos makapagtala ang NCR ng 50 porsyento sa kabuuang populasyon nito na bakunado na.

“This proposal to only allow fully-vaccinated individuals’ full mobility in NCR will not only increase confidence of the consumers in various establishments, as well as banking confidence, which will then drive economic recovery because it can also protect the unvaccinated individuals,” saad nito.

Dahil dito, tiniyak ni Concepcion na dahil sa datos na naitala kamakailan, papalapit na ang NCR sa pagkamit ng population protection: “Ultimately our goal is to hit herd immunity, and because we are nearing population protection in NCR, hopefully we can finally attain this by September.”

Sa kabilang banda, nagpahayag naman ng suporta si MMDA Chairman Abalos sa panukala ni Concepcion at tiniyak na makikipagtulungan ang pamahalaan sa pampribadong sektor upang ito ay maisakatuparan. Ipinaliwanag din niya na ang ipinapatupad na lockdown ay nakatulong upang mapababa ang pagkalat ng COVID-19 sa NCR.

“We can see from the data that there is a decrease in COVID-19 cases in Metro Manila, and I think that this is because of the lockdown [recent ECQ],” ibinahagi ni Abalos.

Batay sa datos, 70 porsyento ng kabuuang kaso ng COVID-19 ay nagmula sa hindi pa nababakunahan. Ito ay katumbas ng 15,130 kaso mula sa 21,765 kaso ng COVID-19 sa NCR.

Dahil 43.5 porsyento ng kabuuang populasyon sa NCR ay bakunado na, mataas ang kumpiyansa ni Abalos na maisasakatuparan na ang panukala ni Concepcion sa mga susunod na buwan. “PA Joey, I think by the end of the month we can reach 50 percent fully-vaccinated individuals in Metro Manila. We’ll do our best to consider your proposal,” tiniyak nito.

Sa kabilang banda, tiniyak ni IATF-EID Chairperson at DOH Secretary Francisco Duque III na ang panukala ni Concepcion ay maaaring makumbinsi ang mga hindi pa nababakunahan na magpabakuna na. Kaugnay sa pagkamit sa herd immunity, sinabi ni Duque na dahil sa Delta variant, tumaas na ang threshold upang ito ay makamit kung ikukumpara sa dating porsyento.

“Herd immunity should be at least 87 percent of the population because of the Delta variant,” ayon kay Duque.

Ipinaliwanag naman ni Epidemiology Bureau Medical Specialist Dr. Alethea De Guzman na dahil sa hakbangin para sa bagbabakuna, maaari nang bumaba ang kaso ng COVID-19 sa katapusan ng taon.

“We can expect case projections to drop around November. The earlier we ramp up our vaccination efforts, the earlier we can perceive the benefits in terms of case reduction and decrease in hospitalization,” saad nito.

Ayon naman kay Dr. Guido David of OCTA Research Group, bumaba ang pagkalat ng COVID-19 sa NCR sa loob ng isang linggo.

“There may be a moderate decrease of cases by September, and this can be attributed to the lockdown,” pahayag ni David.

Sinuportahan ito ni Visiting Professor of Biological Sciences of University of Santo Tomas at Professor of Biology and of Theology in Providence College Fr. Nicanor Austriaco sa pagsasabing napababa talaga ng kasalukuyang lockdown ang mga kaso ng COVID-19 sa Metro Manila.

“August ECQ has in fact slowed down the surge of Delta in NCR. It may be a bit different than that of April ECQ, but it has significantly contributed to lessening of cases. Fully-vaccinated individuals in NCR have contributed to slowing down of the virus in NCR,” ani Austriaco.

Inihayag naman ni Dr. John Wong, isang epidemiologist, senior technical adviser, at head ng Epimetrics, Inc., na mayroon din dapat ilang hakbangin upang maiwasan ang malalang kaso ng COVID-19 at pagkamatay bunsod nito maliban pa sa ilang hakbangin upang makamit ang herd immunity.

Severe infections and deaths needed to be prevented alongside implementing various measures to attain herd immunity ” paliwanag nito.

Nagpaalala naman si Concepcion na ang NCR ang ‘target model’ ng panukala dahil nasa Metro Manila ang sentro ng mga kaso ng COVID-19, at kung saan nakasentro rin ang GDP ng bansa.  “Once 50 percent of Metro Manila population has been fully-vaccinated, considering limiting the mobility of the unvaccinated can be the safer option to open the economy and protect everyone,” giit nito. Tiniyak din ni Concepcion na hindi naman nito layong i-discriminate ang mga hindi pa nababakunahan dahil isa lamang itong pansamantalang hakbangin upang matalo ang COVID-19.
