NANINIWALA si Senador Panfilo Lacsoon na hindi gawa ng natural causes o ulan ang tulo sa bagong gusali ng tanggapan ng Philippine Insurance Corporation (PhilHealth) sa Region 1 kaya nasira ang mga mahahalagang dokumento sa IT at accounting department, kundi isa itong cover-up.

Sa pahayag, sinabi ni Lacson na lubhang nakapagtataka na magkaroon ng tulo ang bagong gusali at napili ang ilang lugar na may mahahalagang dokumento.

Ayon kay Lacson, natuklasan ang tulo nang magpunta ang imbestigador ng Presidential Anti-Crime Commission (PACC) sa naturang rehiyon.

“The roof leaks that reportedly destroyed documents and records at the office of the Philippine Health Insurance Corp. (PhilHealth) in Region 1 do not appear to be from natural causes,” ayon kayLacson nitong Sabado.

Gamit ang ilang impormasyong nakarating sa kanya, sinabi ni Lacson na nagkaroon ng leak sa kisame sa ilang piling lugar sa bagong okupadong gusali ng PhilHealth, kung saan lumipat silanitong Disyembre.

“There were indications the roof leak was not due to natural causes. The information I got is that there was an inventory of documents when the leaks occurred, particularly at the IT and accounting departments,” ayon kay Lacson.

“A video of the incident shows the ceiling was new. How come there was a leak?” ayon kay Lacson.

Sinabi ni Lacson na malamang maranasan din ng mga opisyal na sangkot sa pagkabasa ng dokumento ang pagbusisi sa executives ng PhilHealth na iginisa ng Senate committee of the whole kamakailan at gustong pagtakpan ang mga katiwalian sa state insurer.

“Some PhilHealth executives who attended our hearings had tried many times to treat us like mushrooms – they wanted us ‘kept in the dark and fed with a lot of shit.’ We gave back what they deserved.

Many people hope they rot in jail,” giit ni Lacson.

“Despite their cover-up efforts, the Senate gathered enough damning evidence in terms of documents and testimonies during our three hearings thanks in large part to courageous PhilHealth insiders, and the Senate leadership wants to share our findings with the task force headed by Justice Secretary Menardo Guevarra,” dagdag ni Lacson.

Aniya, may parusang reclusion perpetua ang kasong malversation of public funds o property kung ang halaga ay lalampas sa P8.8 milyon, at habambuhay na diskuwalipikado sa public office at magbabayad ng katumbas ng dinambong na pondo ng bayan.

“The Senate Committee of the Whole will turn all the evidence and records of the Senate proceedings to the task force headed by Secretary Guevarra, and is working overtime to come out with a committee report the Senate President Vicente Sotto III is expected to present in plenary early next week,” ayon kay Lacson.

GUILTY

Samantala, inihayag ni Senador Francis “Kiko” Pangilinan na halatang guilty ang galamay ng sindikatong mafia sa PhilHealth kaya nawawala kundi man sinisira ang mahahalagang dokumentong magpapatunay ng korapsiyon sa ahensya.

Sa pahayag, sinabi ni Pangilinan na dapat tiyakin ng mga miyembro ng Gabinete sa PhilHealth na intact ang lahat ng dokumento upang magkaroon ng basehan ang isinasagawang imbestigasyon ng National Bureau of Investigation (NBI) at Commission on Audit (COA).

“A member of the media has told us that PhilHealth documents are being destroyed in Regions 1, 3, 8, and 11,” ayon kay Pangilinan.

“Bukod sa gawain ito ng mga guilty, isa itong lantarang pambabastos sa resulta ng mga pagdinig ng Senado,” giit ng senador.

Bilang isa sa naghain ng resolusyon sa Senado na nananawagan ng imbestigasyon sa multi-bilyong scandal sa PhilHealth, hiniling ni Pangilinan sa NBI at COA na magtulungan na makuha ang mga dokumento sa lalong madaling panahon.

“Their destruction is equivalent to burying the body of the victim of their crime,” aniya. Sinabi pa ni Pangilinan na panibagong krimen ang ginawa ng mga opisyal ng PhilHealth sapagkawala ng dokumento.

“The destruction of PhilHealth documents that most likely reveals who pocketed the people’s money is obstruction of justice (Section 1b of Presidential Decree 1829); removal, concealment or destruction of documents (Article 226 of the Revised Penal Code; Art. 226 above was amended by Republic Act 10951, Section 44 with higher penalty); and a violation of the National Archives Law (RA 9470),” paliwanag pa ni Pangilinan.

“We call on Health Secretary Duque, who is chairman of the PhilHealth board, to show leadership now and order to secure the documents. We call as well on the other Cabinet secretaries on the PhilHealth board to act now and ensure that the documents are intact,” pagtatapos ng senador. (ESTONG REYES)
