NAGKASA ng imbestigasyon ang Mababang Kapulungan ng Kongreso sa natuklasan ng bagong liderato ng Department of Education (DepEd) na anomalya sa education service contracting (ESC) program sa Government Assistance to Students and Teachers in Private Education (GASTPE).

Base sa House Resolution (HR) 2252 na inihain ni Cagayan de Oro City Rep. Rufus Rodriguez, inaatasan nito ang mga kaukulang komite sa Kamara partikular na ang House committee on basic education na imbestigahan ang programang ito sa anomalya.

Kasunod ito ng pagsuspinde ni Education Secretary Juan Edgardo “Sonny” Angara sa may P200 million halaga ng school vouchers dahil sa mga kuwestiyonable at hindi beripikadong “student claims” sa nasabing program.

“Reports also mentioned that allegedly, certain private schools manipulated their enrollment date by registering non-existence students to secure voucher funding from the government, resulting in the misuse of public funds that were intended for legitimate education beneficiaries,” ani Rodriguez.

Sa ilalim ng programa, bibigyan ng P18,000 hanggang P22,500 ang bawat estudyante na mula sa low-income families subalit naka-enroll sa pribadong eskuwelahan na accredited ng nasabing ahensya.

Bukod ang programang ito sa Senior High School Voucher Program (SHSVP), kung saan maaaring maging beneficiaries ang mga elementary hanggang Grade 10 na nag-aaral sa pribadong eskuwelahan subalit mababa lamang ang kita ng kanilang pamilya.

“There are also reports of fly-by-night schools participating in the voucher program,” ayon pa sa kongresista kung saan dalawang beses lamang umano ang klase ng mga ito kada linggo at walang kakayahan ang kanilang mga kinukuhang guro.

Kabilang din umano sa natuklasang anomalya ay may private schools ang nag-aalok ng insentibo sa mga guro o principal sa bawat irerekomenda ng mga ito na batang ipapasok sa nasabing programa at higit sa lahat ay mga ghost student din tulad ng natuklasan sa SHSVP.

“As a result, research skills are poorly taught to due taught due to unqualified, and since these schools rely solely on government subsidies and do not charge tuition, they lack essential resources such as laboratories and instructional materials, to the detriment of the students,” dagdag pa ni Rodriguez.
