INAPRUBAHAN ng Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), araw ng Huwebes, ang adjustment ng age-based stay-at-home restrictions.

Ang mga taong may edad mula 15 hanggang 65 ay pinapayagan nang lumabas ng bahay sa panahon ng community quarantine.

“Persons from 15 to 65 years of age are now allowed to go out,” ayon kay presidential spokesperson Harry Roque.

Aniya, maaaring magpatupad ang Local Government Units (LGUs) ng mas mataas na age limit para sa minors, depende sa sitwasyon ng COVID-19 sa kanilang hurisdiksyon.

Gayundin, ang IATF ay gumawa ng natatanging pakahulugan ng interzonal movement at intrazonal movement.

“Interzonal movement is defined as the movement of people, goods and services between provinces, highly urbanized cities, and independent component cities under different community quarantine classification. Intrazonal movement, meanwhile, refers to the movement of people, goods and services between provinces, highly urbanized cities and independent component cities under the same community quarantine classification, without transiting through an area placed under a different classification,” ayon kay Sec. Roque.

Kaugnay ng Interzonal at Intrazonal Movement, kinukonsidera ng IATF ang “health and emergency frontline services personnel, government officials and government frontline personnel, duly-authorized humanitarian assistance actors, persons travelling for medical or humanitarian reasons, persons going to the airport for travel abroad, and anyone crossing zones for work or business permitted in the zone of destination and going back home as Authorized Persons Outside Their Residences (APOR).”

Gayundin, in-update ng IATF ang listahan ng kanilang APOR, kung saan ay kinabibilangan ngayon ng returning o repatriated overseas Filipino workers at overseas Filipinos na bumabalik sa kanilang “places of residence” at iba pang katao na ibina-byahe sa pamamagitan ng pagsisikap ng national government na may pagsunod sa kinakailangang quarantine protocols na may pagsang-ayon ng tatanggap na LGUs.

“The interzonal movement of persons not authorized outside of residences (non-APOR) between areas placed under general community quarantine (GCQ) or modified general community quarantine (MGCQ) for any purpose shall be permitted, subject to the reasonable regulations imposed by the LGU concerned, or in the case of Boracay Island, subject to those imposed by the Boracay Inter-Agency Task Force,” ang pahayag ni Sec. Roque.

“The same applies with the intrazonal movement of non-APORs across areas placed under GCQ or MGCQ and the interzonal movement of non-APORs between areas placed under MGCQ and the New Normal,” dagdag na pahayag ni Sec. Roque.

Samantala, sa usapin naman ng curfews ay hinikayat ng IATF ang LGUs na huwag i-cover o isama ang mga manggagawa, APORs, at kinauukulang establisimyento sa kanilang aplikasyon ng kanilang curfew ordinances, at makipag-ugnayan sa pagitan at mula sa kanilang hanay at i- standardize ang curfew rules, at relax curfew hours.

Bilang bahagi ng gradual reopening ng ekonomiya, binigyan ng IATF ang Department of Trade and Industry (DTI)ng kapangyarihan na i-adjust ang permissible on-site operational capacities ng lahat ng business establishments at/o activities sa ilalim ng GCQ o mas mababa pa.

Ang mga business establishments at malls ay maaaring magsagawa ng activities para pasiglahin ang mga consumer at economic activity.

Subalit kailangan na “subject to the DTI guidelines in the operations of malls and shopping malls.”

Ang Department of Tourism (DOT), sa kabilang dako ay binibigyan naman ng kapangyarihan na i-determina ang allowable operational capacity para sa accommodation establishments at maging ang ancillary establishments sa loob ng kanilang lugar.

Idagdag pa rito, binago ng IATF ang “48-hour-prior-to-the-date-of-arrival negative RT-PCR requirement” para sa mga pupunta ng Boracay Island na nakasaad sa IATF Resolution No. 74.

“The est-Before-Travel requirement now stands not earlier than 72 hours prior to the date of travel,” ang pahayag ni Sec. Roque. (CHRISTIAN DALE)
