HINDI tinanggap ng Mababang Kapulungan ng Kongreso ang ibinabalik ng Impeachment Court na Articles of Impeachment laban kay Vice President Sara Duterte sa pamamagitan ng resolusyon na pinagtibay sa plenaryo kamakalawa ng gabi.

Walang tumutol sa mosyon ni House deputy majority leader at Isabela Rep. Faustino “Inno” Dy na ipagpaliban ang pagtanggap sa Articles of Impeachment laban kay Duterte hanggang hindi nasasagot ang mga tanong ng prosecutors sa pagbabalik sa mga kaso sa Mababang Kapulungan.

“Mr. Speaker, I move to defer acceptance of the Articles of Impeachment until such time as the Senate sitting as an impeachment court has responded to the clarificatory queries raised by the panel of prosecutors relative to the remand of the subject articles,” ani Dy at dahil walang tumutol ay idineklara ito ni Presiding Speaker Robbie Puno na approved.

Bago ito ay pinagtibay sa plenaryo ang House Resolution (HR) No. 2346, na nagsesertipika na ang impeachment proceedings laban kay Duterte ay naaayon sa Article XI, Section 3, Paragraph 5 ng 1987 Constitution kasama na ang unang tatlong kaso na isinampa ng iba’t ibang grupo noong December 2024.

“The House of Representatives affirms that the initiation of the impeachment proceedings against the Vice President on February 5, 2025, was conducted in full compliance with the Constitution, the Rules of Procedure in Impeachment Proceedings of the House of Representatives, and applicable jurisprudence,” nakasaad sa nasabing resolusyon.

Samantala, sa kanyang talumpati bago isinara ang 19th Congress kamakalawa ng gabi, nagpahayag ng pagkabahala si House Speaker Martin Romualdez sa naging desisyon ng Senado na ibalik ang articles of impeachment laban kay Duterte.

Itinanggi rin nito na nilabag nila ang saligang batas nang i-impeach ng 215 kongresista si Duterte noong Pebrero 5, 2025 tulad ng alegasyon ng kampo ng Pangalawang Pangulo at naging dahilan para i-remand o ibalik ng Impeachment Court ang kaso sa Kamara.

“Let me speak plainly, yet with utmost respect: The House of Representatives acted not out of haste, but with deliberate care. We followed the law. We honored our mandate. And above all, we stood for what the Filipino people deserve — a government that answers to its citizens,” ani Romualdez.

Pinabulaanan din nito ang mga alegasyon na pulitika ang dahilan ng pagpapa-impeach kay Duterte kundi ginagampanan lamang umano ng mga ito ang kanilang constitutional duty na panagutin ang mga nagkasala.
