PINAYAGAN na ng Inter-agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) ang mga local government unit (LGU) na paluwagin ang quarantine restrictions para sa turismo at disaster response.

Dahil dito, maaari nang makapamasyal sa magagandang lugar na nasa MGCQ areas ang mga kabataan na ang edad ay 15 pababa at mga nasa 65 taong gulang pataas.

Ang pahayag na ito ni Presidential Spokesperson Harry Roque ay makaraang ipag-utos ng IATF-EID na luwagan ang age restrictions sa MGCQ areas para sa mga bibiyahe sa bansa para mamasyal sa magagandang lugar sa Pilipinas.

Nasa pagpapasya na aniya ng LGUs kung paano maipatutupad nang maayos ang health protocols laban sa COVID-19 kasunod ng pagluluwag ng restriction sa edad ng mga maaari nang makapamasyal sa bansa.

Inatasan naman ng IATF ang Department of Tourism (DOT), Department of Health (DOH) at Department of the Interior and Local Government (DILG) na gumawa ng guidelines para sa turismo.

Gayundin, inatasan ng IATF ang LGUs na paluwagin ang entry protocols, gaya ng test-upon-arrival requirements na ipinatutupad sa mga airline crew layovers/positioning, bunsod ng emergency situations kabilang na ang bagyo, volcanic activities, diversions, at emergency landings, at iba pang kahalintulad na “unforeseen and time-sensitive evacuations.

“Airline crew members are also permitted to temporarily billet in accommodation establishments under a “bubble” concept supervised by the LGUs,” ayon kay Sec. Roque.

Ani pa ni Sec. Roque, ang Subic Bay Metropolitan Authority (SBMA) ay pinahintulutan na mag-set up ng corporate jet flight maintenance at crew layover hub sa Subic Special Economic and Freeport Zone sa ilalim ng mahigpit na “bubble” concept.

Inalis na rin ng IATF ang requirement para sa air carriers sa reserbasyon ng isang bahagi ng aircraft cabin bilang isolation area para sa mga suspected o ill passengers on board habang naka-domestic flights.

“Foreign nationals with “visas issued by the Bureau of Immigration pursuant to Section 9(d) of Commonwealth Act No. 613, as amended” are allowed to enter the Philippines. This refers to people seeking to enter the Philippines solely to carry on trade between the Philippines and his country,” ayon kay Sec. Roque.

Sa kabilang dako, ayon sa Civil Aviation Authority of the Philippines (CAAP), ang pag-alis sa requirement ay hindi sumasalungat sa World Health Organization at International Civil Aviation Organization guidelines at protocols.

Sa ulat, inaprubahan na ng IATF ang pagtanggal sa requirement sa rekomendasyon na rin ng Department of Transportation (DOTr) at CAAP sa pagsang-ayon ng Department of Health.

Magpapalabas naman ang DOTr na kinakailangang amendatory guidelines. (CHRISTIAN DALE)
