IBINUKING ng Makabayan bloc sa Kamara ang halos P18 bilyong pork barrel umano ng mga senador sa 2026 national budget na inilaan sa local government units (LGUs).

Sa isang pahayag kahapon, kinondena ni ACT Teachers party-list Rep. Antonio Tinio ang hakbang ng Senado na umano’y nagbawas sa benepisyo ng government employees upang pondohan ang tinawag niyang “LGU pork” ng mga senador.

Ayon kay Tinio, nakasaad sa National Expenditure Program (NEP) na P111.5 bilyon ang panukalang pondo para sa Miscellaneous Personnel Benefits Fund (MPBF) ng mga kawani ng gobyerno, ngunit binawasan umano ito ng Senado ng P55 bilyon.

Dahil dito, labis umanong naapektuhan ang Performance-Based Bonus (PBB), staffing modifications, at pondo para sa paglalagay ng mga empleyado sa bakanteng posisyon sa iba’t ibang ahensya ng pamahalaan.

“Simultaneously, the Senate bloated the Allocations to Local Government Units (ALGU), specifically nearly doubling the Local Government Support Fund (LGSF) from P20.2 billion to P38.1 billion,” ani Tinio.

Sinabi ng mambabatas na gagamitin umano ang LGU pork ng Senado sa mga proyektong tulad ng local roads, tulay, multi-purpose buildings, at maging sa tinawag na “flagship infrastructure projects” ng mga senador, kung saan magsasagawa ng malakihang konstruksyon ang mga LGU sa pakikipagtulungan sa mga national government agencies.

Bukod sa mga infrastructure o “hard projects,” sinabi rin ni Tinio na maaari umanong gamitin ang pondo sa direktang pamamahagi ng ayuda sa mamamayan, kabilang ang medical, funeral, transportation, food at education assistance.

“The Senate slashed funding for the benefits of teachers, health workers, and government employees, only to funnel those cuts into a massive slush fund for local patronage. This is classic bureaucrat capitalism—robbing the workers to feed the political machinery of local dynasties,” ani Tinio.

“It is ironic that while some Senators righteously denounce the patronage-based medical assistance fund bloated by the House, their own version of the budget enables LGU officials to do the same with medical assistance, ayuda, and the like. Dapat tanggalin lahat ng pork sa budget – whether dispensed by congressmen, senators, or local government officials,” dagdag pa ng mambabatas.
