TINAWAG na mga plunderer ni House deputy majority leader Bernadeth Herrera ang mga opisyal ng PhilHealth na inirekomendang kasuhan sa katiwalian sa ahensya at iginiit na isailalim ang mga ito sa hold departure order (HDO).

Ito ay kahit pa tanging criminal at administratibo ang inirekomendang kaso laban sa mga opisyal sa pangunguna ni dating PhilHealth president and CEO Ricardo Morales.

“Place the PhilHealth plunderers on immigration watchlist, hold departure order and Interpol red notices,” ani Herrera.

Kailangang maisampa aniya agad ang kaso at isabay ang pagkuha ng HDO laban sa mga ito upang masiguro na hindi sila makaalis sa bansa habang dinidinig ang kanilang kaso.

Kasabay nito, hiniling ng mambabatas sa National Bureau of Investigation (NBI) na i-secure agad ang computer files ng PhilHealth para matiyak na hindi mabubura ang lahat ng ebidensya.

“As Congress conducts its hearings, alleged corrupt elements within the PhilHealth could be deleting files, covering up their electronic trail, destroying evidence, and attending to contingencies, including fleeing to other countries with which the Philippines has no extradition treaties. The DOJ must take the necessary steps,” ani Herrera.

Kaugnay nito, bagaman hindi kasama si Health Secretary Francisco Duque sa inirekomenda ng Task Force PhilHealth na makasuhan, kailangan pa rin umano itong panagutin dahil siya ay chairman ng ahensya.

“We do not merely want him out of PhilHealth. He should be investigated by the Ombudsman for the anomalies that have plagued PhilHealth long before the COVID-19 pandemic,” ani ACT-CIS party-list Rep. Jocelyn Tulfo.

Base sa mga report, tanging ang mga dati at kasalukyang opisyales ng PhilHealth kabilang si Morales, Senior Vice President and Chief Information Officer Jovita Aragona, Chief Operating Officer Arnel De Jesus, Senior Vice President on Fund Management Sector Renato Limsiaco, Jr., Acting Senior Manager, Information Technology and Management Department Calixto Gabuya, Jr., and Senior Vice President on Health Finance Policy Sector Israel Pargas ang kasama sa kaso.

“We are not fooled by Secretary Duque’s demeanor and outward personality. He has been in and out and in again of PhilHealth over the years. Secretary Duque is shrewd, but he cannot keep fooling the Filipino people,” ayon pa kay Tulfo.

APRUB KAY DIGONG

Samantala, inaprubahan ni Pangulong Rodrigo Roa Duterte ang rekomendasyon ng task force PhilHealth na sampahan ng kasong kriminal at administratibo ang nagbitiw na si Morales at ilang executives kaugnay sa iregularidad sa state insurer.

Mismong si Pangulong Duterte ang nagbasa ng rekomendasyon ng task force sa public address nito, Lunes ng gabi.

“I’m sorry for them but they will have to undergo trial,” ayon kay Pangulong Duterte.

Sinabi ng Department of Justice na isinumite ng task force ang kanilang report kay Pangulong Duterte araw ng Lunes.

Ayon naman sa Task Force, ang mga ebidensiya at resulta ng kanilang imbestigasyon ang nagbigay sa kanila ng konklusyon na may ilang opisyal ng PhilHealth ang lumabag sa anti-graft and corrupt practices act.

‘DI PA LIGTAS

“Hindi natatapos sa report na ito ang hangarin nating tuldukan ang katiwalian sa PhilHealth.”

Ito ang sinabi ni Senador Christopher Bong Go matapos absweltuhin ng DOJ-led task force sina Health Secretary Francisco Duque III, dating PhilHealth Senior Vice President Jojo del Rosario at iba pang PhilHealth officers kaugnay sa umano’y illegal IRM disbursement at iba pang anomalya sa ahensiya.

Giit ng senador, bagama’t inabswelto si Duque ay tiniyak nito na hindi natatapos sa report ng DOJ task force ang hangarin ng administrasyon na tuldukan ang katiwalian sa PhilHealth bagkus ay simula pa lamang ito ng patuloy na kampanya para maalis ang malalim na ugat ng systematic corruption sa bureaucracy.
