KAWAYAN BILANG NATIONAL ECONOMIC DRIVER, ISINUSULONG NI SPEAKER DY

NANAWAGAN si Speaker Faustino “Bojie” G. Dy III nitong Huwebes para sa mas malakas na suporta mula sa pamahalaan at pribadong sektor upang makabuo ng isang kompetitibong industriya ng kawayan sa Pilipinas na makalilikha ng pangmatagalang kabuhayan para sa mga magsasaka, trabaho sa mga kanayunan at mga produktong lokal para sa konstruksyon at iba pang industriya.

Sa kanyang pagdalo sa programang “Building the Future with Bamboo” sa punong tanggapan ng Asian Development Bank (ADB) sa Mandaluyong City, sinabi ni Dy na nagsimula ilang taon na ang kanyang pagsusulong sa industriya ng kawayan sa Isabela, kung saan hinikayat niya ang mga komunidad na magtanim ng kawayan sa tabi ng Cagayan River para sa proteksyon sa mga dalisdis at watershed.

“Years ago, when I was the governor, I encouraged the people of Isabela to plant bamboo along the Cagayan river for slope protection and for our watersheds. And when I met former Agriculture Secretary Cito Lorenzo, he helped me see how bamboo could create jobs and provide a lasting source of income for our communities,” ani Dy.

Sinabi ng Speaker na higit pa sa benepisyong pangkapaligiran ang potensyal ng kawayan. Aniya, maaaring magbigay ang isang matatag na industriya ng kawayan ng karagdagang pinagkukunan ng kita para sa mga magsasaka habang sinusuportahan ang mga negosyo at pagmamanupaktura sa mga kanayunan.

“That belief remains today: to make bamboo a strong and sustainable source of livelihood and an economic driver not only for our province, but for the entire nation,” aniya.

“Our hope is that bamboo grown in Isabela will become furniture for our schools, panels for our buildings, and products sold here and abroad. Each product would help Filipino farmers, workers, and their families earn a better living. That is the future we can build together.”

Sinabi ni Dy na upang maisakatuparan ang potensyal na ito, kailangang paunlarin ang buong value chainβ€”mula sa pagtatanim at pagproseso hanggang sa pagmamanupaktura, konstruksyon at marketing.

“We do realize that planting is only the beginning. A farmer needs to know where to sell the harvest. A processor needs a reliable supply. A manufacturer needs equipment, skilled workers, and customers. A builder needs confidence in the quality and safety of the material. We have to connect these needs so that everyone has a fair chance to succeed,” aniya.

Sinabi ng Speaker na isinusulong ng House of Representatives ang ilang panukalang batas na naglalayong pag-ugnayin ang iba’t ibang bahagi ng industriya ng kawayan.

Binanggit niya na inaprubahan nitong Martes ng House Committee on Agriculture and Food, na pinamumunuan ni Quezon Rep. Wilfrido Mark Enverga, ang substitute bill na naglalayong palakasin ang Republic Act No. 7900, o ang High-Value Crops Development Act of 1995.

Pinagsasama ng panukala ang House Bill (HB) No. 11189 na inakda ni Cagayan de Oro City Rep. Rufus Rodriguez at HB 11486 na inakda ni Bukidnon 1st District Rep. Jose Manuel Alba.

Kinikilala nito ang kawayan bilang high-value at industrial crop at isinasabatas ang National High-Value Crops Development and Bioeconomy Program.

Mayroon din itong bamboo development component na sumasaklaw sa farm-to-industry ecosystem.

“This measure would recognize bamboo as both a high-value and an industrial crop,” ani Dy.

“It would also establish a national program to help develop high-value crop industries, with a bamboo component connecting farms to businesses and markets. This vision is shared by no other than our beloved President, Ferdinand Marcos, Jr.”

Binanggit din ni Dy ang HB 10312, o ang panukalang Bamboo for a Sustainable and Climate-Resilient Built Environment Act, na susuporta sa pananaliksik, pamantayan at pagsasanay para sa mas malawak at mas ligtas na paggamit ng kawayan sa konstruksyon.

Itinuro rin niya ang HB 8360, o ang panukalang Bamboo Products Procurement Act, na mag-aatas sa pamahalaan na ilaan ang hindi bababa sa 25 porsyento ng budget para sa mga muwebles at fixture sa mga sertipikadong engineered bamboo at iba pang produktong gawa sa kawayan.

Isinusulong din ng Kamara ang panukalang Philippine Bamboo Industry Development Act, na kinabibilangan ng HB 3540 at naglalayong palakasin ang industry council, suportahan ang pananaliksik at hikayatin ang pagtatayo ng mga plantasyon ng kawayan.

“These measures reflect our full support for the Philippine bamboo industry. We work to make our laws help turn its potential into investments, jobs, and better incomes,” ani Dy.

Ang programa ay magkatuwang na inorganisa ng Philippine Bamboo Industry Development Council, ADB at BASE Bahay Foundation bilang bahagi ng isang linggong “Building the Future with Bamboo: Connecting Industry, Innovation, Standards, and Construction” program para sa pagdiriwang ng Philippine Bamboo Month.

Tampok din sa programa ang paglulunsad ng Manual for the Design of Bamboo Structures to ISO 22156:2021 at isang bamboo exhibition.

Maria Angela Garcia, Antipolo 2nd District Rep. Philip Conrad Acop, Cavite 8th District Rep. Aniela Bianca Tolentino at iba pang miyembro ng Kamara.

Dumalo rin sina Trade and Industry Secretary Cristina Aldeguer-Roque, chairperson ng Philippine Bamboo Industry Development Council; DTI Undersecretary Blesila Lantayona; Agriculture Undersecretary Cheryl Marie Natividad-Caballero; ADB Vice-President for Sectors and Themes Wempi Saputra; ADB Philippines Country Director Andrew Jeffries; mga opisyal ng BASE Bahay Foundation; mga kinatawan ng iba pang ahensya ng pamahalaan; at mga opisyal ng pamahalaan mula Indonesia at Nepal.

Pinasalamatan ni Dy ang mga bumuo ng bagong bamboo structural design manual, na aniya’y magbibigay sa mga inhinyero at builder ng higit na kumpiyansa sa paggamit ng kawayan.

Hinimok ng Speaker ang mga magsasaka, processor, researcher, engineer, arkitekto, manufacturer, builder, investor at mga ahensya ng pamahalaan na magtulungan upang gawing konkretong pamumuhunan at oportunidad sa kabuhayan ang potensyal ng industriya.

“My dream began with planting bamboo in Isabela. Today, I hope we can help that dream grow across the country. Let us build a Philippine bamboo industry that our farmers can depend on, our workers can thrive in, and our country can be proud of.”
