DAANG bilyong piso sa 2021 national budget ang hindi nagagamit ng gobyerno dahil sa pandemya sa COVID-19 kaya iminungkahi ni Anakalusugan party-list Rep. Mike Defensor na gamitin na lamang ito sa ikatlong ayuda.
Ginawa ni Defensor ang panukala matapos umapela si Finance Secretary Carlos Dominguez III sa Kongreso na tulungan ang Department of Finance (DOF) sa paghahanap ng pondo para sa Bayanihan 3.
“I agree with Secretary Dominguez and I am suggesting that one source is the huge amount saved by the national government from lockdowns and other movement restrictions due to the raging health crisis,” ani Defensor.
Ayon sa mambabatas, maraming ahensya ng gobyerno ang nagkakaroon ng malaking savings dahil naging limidato ang kilos ng mga ito ngayong may pandemya.
Idinetalye ng mambabatas na kabilang sa mga natitipid ng mga ahensya ay travel expenses, office supplies, materials and equipment, utilities, internet, communication, and representation and entertainment.
“Government officials and personnel are not traveling because of the restrictions. Foreign travel, even if necessary, is difficult at this time due to border control measures. Thus, we can divert the bulk of the P17.8 billion allocated in the budget for travel to ayuda, save for a small fraction for President Duterte’s trips and those of foreign affairs officials,” ani Defensor.
Idinagdag pa nito na dahil karamihan sa government employees ay nagtatrabaho sa kanilang bahay, nakatitipid nang husto ang mga ahensya ng gobyerno sa utilities, office supplies, internet, communication at iba pang kahalintulad na gastusin na pinondohan sa pambansang pondo.
Nagkakahalaga aniya ng P158 billion ang supplies and materials, habang P18.3 billion ang inilaan sa utilities, at P10.6 billion sa communication expenses na puwedeng bawasan at ilipat sa ayuda.
“There is another appropriation we can reduce – P26.5 billion for the hiring of consultants. Clearly, there are a lot of items in the national budget we can cut or allocate entirely for the needed financial aid. They are for expenses we can and should avoid at this time of pandemic so we can continue helping the struggling sectors,” dagdag pa ni Defensor.
Dahil dito, makikipagtulungan aniya ang BTS sa Kongreso sa DOF para tukuyin kung saan kukunin ang pondo para sa financial assistant proposal na itinutulak ng grupo ni dating Speaker Alan Peter Cayetano na kinabibilangan ni Defensor.
