ITINANGGI ng liderato ng mababang kapulungan ng Kongreso na binago nila ang 2021 national budget pagkatapos maipasa ito sa ikatlo at huling pagbasa tulad ng paratang ni Sen. Panfilo Lacson.
Ayon kay Senior Deputy Speaker Doy Leachon, ang P20 billion na institutional amendments ng small group ay hindi nila personal na desisyon kundi bahagi ito ng mga amendment sa plenaryo bago ito pinagtibay sa huling pagbasa.
“They are more in the way corrections of style and of errata, and they do not add to the total amounts which are already fixed as deliberated upon at the plenary, but rather corrections of style and errata,” ani Leachon.
Ginawa ng mambabatas ang pahayag matapos kuwestiyunin ni Lacson ang Kamara dahil pinapayagan umano ng mga ito ang executive department na amyendahan ang kanilang proposed budget pagkatapos itong pagtibayin.
“Due to lack of material time and the interest of expediency, particularly so that we’re limited in a period stated in Proclamation 1027, Congress normally and traditionally does allow amendments after the third reading as these amendments are not literally so in that technical concept as to violate constitutional provisions,” dagdag pa ni Leachon.
