JOINT MEMO VS RED TAPE, CORRUPTION NILAGDAAN

NAGKASUNDO ang iba’t ibang mga ahensiya ng gobyerno na magpirmahan sila ng Joint Memorandum Circular (JMC) na naglalayong matuldukan ang red tape at korapsyon sa bansa.

Ang nasabing hakbang na pinangunahan ni Anti-Red Tape Authority (ARTA) Director General Jeremiah Belgica, ay ginawa sa pamamagitan ng virtual signing ng JMC.

Kabilang sa nakiisang mga ahensiya ng gobyerno ang Department of Information  and Communications Technology (DICT), Department of Interior and Local Government (DILG), Anti-Red Tape Authority (ARTA), Department of Public Works and Highways (DPWH), Department of Transportation (DOTr), Department of Health (DOH), Department of Human Settlements and Urban Development DHSUD, Civil Aviation Authority of the Philippine (CAAP) at Food and Drug Administration (FDA).

Layunin ng JMC na magtakda ng madaling proseso at requirements sa mga aplikasyon ng permits, licenses, at clearances para sa pagpapatayo ng Shared PTTIs na gagawin ng Mobile Network Operators and Independent Tower Companies na rehistrado sa DICT para mapadali at mapabilis ang telecommunication infrastructure and service projects.

Nakapaloob din sa JMC ang oversight agencies eye para mabawasan ang requirements at processing time para sa pagkuha ng permits para sa Common Towers mula sa siyam na buwan hanggang labing anim na araw na lang.

“This signing of the guidelines is a significant step in addressing the nation’s connectivity needs that have become more immediate because of the pandemic. The deployment of common towers, particularly in unserved and underserved areas will improve not only internet connection but also socio-economic welfare through ICT in support of the President’s Balik Probinsiya Balik Pag-asa Program,” ani Sec. Gregorio Honasan sa kanyang opening remarks.

Ang inisyatiba ay bahagi rin ng implementasyon ng National Effort for the Harmonization of Efficiency Measures of Interrelated Agencies (NEMEHIA) Program ng ARTA. (JOEL O. AMONGO)
