ITO ang dahilan kaya inatasan ng Joint Task Force COVID Shield ang lahat ng police commanders sa buong bansa na alamin at kabisaduhin ang travel protocols sa kanilang mga nasasakupang lugar.

Nabatid na matapos makipag-koordinasyon ang JTF COVID Shield kina Secretary of the Interior and Local Government Eduardo Año at Philippine National Police (PNP) Chief General Camilo

Pancratius Cascolan, ipinag-utos sa lahat ng police commanders na makipag-ugnayan sa kanilang mga respective Local Government Unit (LGUs), lalo na sa mga lalawigan at Highly-Urbanized Cities (HUCs), para madetermina kung kailangan pa bang magpairal ng travel restrictions sa kanilang Areas of Responsibility (AORs) o magpatupad na lamang ng ‘Unrestricted Policy’ for incoming travelers.

Ayon kay Police Lt. Gen. Guillermo Lorenzo Eleazar, JTF COVID Shield commander, habang ang Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID) ay binawi na ang pinaiiral na restrictions sa galaw ng mga tao sa maraming lugar sa bansa, ay kailangan pa ring isailalim sa reasonable regulations ng LGUs ang lifting of travel protocols lalo na at may existing local quarantine rules na ipinatutupad.

Inihayag pa ni PLt. Gen. Eleazar na may mga Local Chief Executive (LCE) ang humihiling sa national government na bigyan sila ng sapat na panahon para mag-adjust sa desisyon upang matiyak na ang kanilang mga lugar at mamayan ay may sapat na paghahanda sa pagtugon sa pagsisikap ng gobyerno na muling buhayin ang ekonomiya sa pamamagitan ng pagpayag sa mga non-essential travel kabilang na ang pagbiyahe dahil sa tourism purposes.

“We fully understand the concerns of the Local Chief Executives during our meeting, and we appreciate and support the level of awareness and response they have been doing in the past months to protect their respective areas and their constituents from the coronavirus disease (COVID-19),” ani PLt. Gen. Eleazar.

“So we will leave to the discretion of the LGUs the implementation of the travel restrictions especially those who are not included in the list of the Authorized Persons Outside Residence (APOR) and the Locally Stranded Individuals (LSIs). The JTF COVID Shield, in coordination with our Chief PNP General Cascolan, will assist our LGUs in the implementation of their local quarantine rules,” dagdag pa ng heneral.

Sa isang press statement, inihayag ng League of Provinces of the Philippines (LPP) na pinamumunuan ni Marinduque Gov. Presbitero Velasco, ang pangangailangan para magpatupad ng local quarantine rules para mapangalagaan ang kanilang constituents laban sa mga posibleng coronavirus carriers na papasok sa kanilang lugar.

Subalit tiniyak ni Gov. Velasco, na patuloy pa rin naman nilang tatanggapin ang OFWs – Returning or Repatriated at LSIs basta ang mga non-APORs at LSIs ay susunod sa basic travel requirement—Travel Authority, kabilang ang Medical Clearance Certificate at prior coordination sa pagitan ng point of origin LGUs at receiving LGUs.

Subalit inihayag din ni PLt. Gen. Eleazar, na may iba ring LGUs ang handang agad na ipatupad ang IATF decision hinggil sa ‘Unrestricted Policy’ sa pagbibiyahe upang mabilis din nilang masimulan ang pagpapasigla sa kanilang ekonomiya lalo na sa larangan ng turismo at iba pang may kaugnayan sa aktibidad sa gitna ng masamang epekto ng coronavirus pandemic.

“In the meantime, there would be a status quo on the implementation of the travel restrictions unless certain LGUs signify intention to immediately comply with the IATF’s ‘Unrestricted Policy’ on travel,” paliwanag pa ni PLt. Gen. Eleazar. (JESSE KABEL)
